The newid() MSSQL function doesn't generate interger values (as you probably assumed) but UUIDs.
The way I think he has implemented this is as follows. A player buys 10 tickets - 10 entries will be inserted into the table, each ticket having its ID also generated by newid(). So IDs will be totally random. I don't know exactly how UUIDs sorting works but I think they are converted into 128 bit integers first.
Solid way to run the lottery imo.

I don't know MSSQL syntax, but I assume it's the same as select * from tempest_tickets order by rand() limit 1\G in mysql. --
