We all want Eve to succeed and be realistic. I fully agree with ccp's BS tactic and the roleplay reason behind it, empire space should be fully protected by empire ships.
As for the relocation then I think this was a little over the top and another way of dealing with the problem could have been found.
In general I have no problem with m0o pirating other ships, what I do have a problem with is the mechanics of the game at present.
1.0 space should be as close to 100% secure as it is possible to make it and be a certain death area for pirates.
0.0 space should be damn dangerous and a safe playground for a corp like m0o. At present they are just another area with even the npc pirates being whimps.
Inbetween these two extremes should exist a sliding scale. 0.1 = pirates often roam these areas, the navy & police try to keep them safe but are generally not very successful.
0.9 is still very secure and sudden death for pirates, another player may fire on you but would be very lucky to get away from the authorities, escape however would still be possible if highly improbable and so on.
All choke points should be eradicated from the game, a simple thing to do when you can place multiple gates to multiple systems in every solar system.
If a corp blockades a system and thus inhibits trade etc. then the empire have every right to and should step in, even if this means sticking a GM in a titan and blowing the crap out of the offenders, providing that system is inside empire space.
Now, at the start I said that I have no problems with m0o being pirates and I don't, unfortunately m0o are not pirates. Pirates attack rich ships and steal the cargo for profit, illegal but a fact of life. Pirates do not sink every rowboat or fishing vessel they come across for fun and this is exactly what m0o do.
Okay so m0o are not pirates but simple murderers and this being the case they should be hunted vigerously by the empire to the point that they are terrified of ever leaving a 0.0 system, let alone sitting in a 0.4 for days on end demanding money or continuing to indulge their infantile egos.
You want realism in Eve? fine, just imagine then when pirates really did sail the oceans. Did Bluebeard ever take a sightseeing trip into plymouth harbour or blockade the english channel? no, so why not? because the navy would have blown him out of the water. That is realism.
As for the exploit of dropping the containers to create lag. This quite simply put is cheating and anyone guilty of it should be instantly banned from the game. Sorry m0o but that's life, obey the rules or blow the dust from your hacked copy of pacman. Hacked??? sure, you dont think these guys would play if the ghosts actually had a chance to win do you? nuff said.
