as we all know the more the empire folks complain about stuff the more CCP nerfs the game.
low sec has become barren and void of people in most areas. if we all start complaining about how lvl4 missions are all reward with no risk and ask that CCP move them to low sec this will greatly help populate lowsec with more people and nice fat faction fit cnrs and whatever ships they use. the empire folks will of course complain about it, tell us to get out of our parents basement, get a girlfriend and cry and cry and cry because they dont want to lose their isk printing press and the afk lvl 4 missions.

Also carebears are more likely to emo-rage quit than the yarr folks, thus reducing subscriptions if things like level 4's were moved to low-sec.

You'd have to remove every mission from high sec if you wanted people to stop running them and go rat, but then low sec would become overpopulated and the only way to ensure security during ganks is to bring a blob. It'd be even worse than it is now in some ways.
Best to leave missions alone or slightly nerf their bonuses, and find a way to independently buff low sec. Maybe it's just my imagination but I really do see more people now that FW has established itself as only a semi-dysfunctional game mechanic, and I'm sure the introduction of NPC battleships dragged some people out of Empire as well. Even if those people retreat to high sec at the end of the day, at least they make acceptable potential targets for pirates who stay on their toes and have competent scanners/probers.

Actually I have no isk, I have the default 800k skill points, and the default n00b ship, and have maintained this for over a year...thnx for playing fail pvper you are....

As I've mentioned in another post, there is nothing to running a level 4 mission when you have no worries of your tank failing. It becomes a matter of clicking on a red-plus and killing it - whoopee!! In every major Lvl4 mission hub, there is typically over 200+ ppl in local. Add it all up between all the hubs and that's about 75 - 80% of the "players online" figure at the login in screen. Low-null sec is sparesly populated .... it's almost... (dare I say it?) almost a waste of server resources. ________________________________________________

Actually that's easy, just find the local 0.0 and raid them.

I disagree with the idea that 0.0 represents the end game in EvE. If EvE were truly a sand box, there would not be an end game. The various kinds of space would be valued for how they function as building elements in the sandbox, and would not follow a hierarchy. The idea of matching sec status with economic value is wrong. Economic value should be matched with actual in game danger. Low sec is more dangerous than Sov 0.0 by far and rewards should reflect that. If they did, than low sec would be populated.

MORE IMPORTANTLY, can anyone find me that picture that was in a thread here a couple months ago, of the bear surfing the shark, I need the BIG version. I think it was a PL guy saying this is what eve looks like when you fly a tempest.

yes easy targets do get away. usually frigates. my lock time isnt that great on the ship that i fly and if they are paying attention to the overview they do tend to get away. then there are the mission runners that do tend to arrive once in awhile and after i scan them out and switch to a hac and warp to the gate, enter the gate, sometimes they are out of range before i can get a point on them. i would use a mwd, but they dont work in dead space pockets so the ab2 has to do.

If Level 4s were moved to low sec, people would just start doing level 3s. I would never expect more than a few carebears to risk themselves for higher income.
The truth is that the only thing I would appreciate from this change is the loss of income for the guys that buy most faction/deadspace/commander crap. There would be less demand for them, making them far more viable to bring in PvP. Of course, it would also be a nerf to those that make money from selling them, but who cares. 
If you want more people to go to low sec, come up with something that would be unique to it and would actually make them to go there. FW, for instance, has done this well.

people just need to realise that implant free pods and basic frigs n cruisers are dirt cheap and just about as effective as expensive setups.
I think I've lost about 30 fail fit frigs this week and STILL profited.
