After seeing a non-stop stream of CNR undocking from a single station, I've been tempted to have a go at killing them at their missions.
My plan is to use a salvaging dessy to salvage and loot their wrecks, and (Hopefully) they aggro me, whereapon I go and dock, switch into my neuting armageddon and warp back, then attempt to kill the carebear. 
Here is it's setup:
High
4 x Heavy Unstable Power Fluctuator I 2 x Heavy Diminishing Power Systems Drain I 2 x Dual Heavy Modulated Pulse Energy Beam I
Med
1 x Warp Disruptor II 1 x Statis Web II 1 x Heavy Capacitor Booster II (With 800s)
Low
1 x Cap Power Relay 3 x Armor Explosive/Kinetic/Thermal Hardeners II 1 x Adaptive Nano Plating II 1 x 1600mm Steel Plates II 1 x Damage Control II 1 x Large Armor Repairer II
It Drains a well-fitted raven in 45~60 seconds. my dps is 207 (With med drones), and cap stable with the booster at 53%.
So I have 2 questions:
1) Are there any other ways to be abe to kill a mission runner?
and
2) How could I improve my setup?

if it really was a non-stop stream of CNR's, your tactic won't work really. Usually these streams are Bot's, which obviously won't aggro you, whatever you steal from them.
Also they are in npc corps, which makes it impossible to declare war on them. Suicide ganks are not a long term option so imho the only REAL solution to get rid of them, is a goddamn needed lvl 3 and lvl 4 high sec nerf.

4 Heavy Neut Geddon? Duuude...no.
Domis are good Neut ships but even they don't fit more than 2 or 3 at most and they have a drone damage bonus - you don't. Just fit it like a normal Geddon, throw on 7 Pulses, one Neut and a big-ass armor tank (mostly passive, can use one LAR with a Cap Booster in your Mids).
Hardeners are bad, train up your Armor Compensation skills and use EANMs. Don't use Cap Relays.
Damage mods - fit some.
Have a look at most standard PvP setups for a Geddon and just go with that. It should demolish a missioning Cruise Raven. ___________________

don't you guys understand the circle of life in EVE.
High-sec carebears are simply the alts of your low-sec griefers.
If they nerf hi-sec lvl 3 & 4 missioning then you'll all be SOL because as we all know you can't make a living at pirating and most of you are too single minded to manufacture as a career.
Why do so many seek this holy grail of "what is the loop-hole to kill a carebear without him being able to do anything about it"....go into low-sec there will be plenty that would love to fight you there.

Even if those mission runners are indeed real carebears (and not just alts trying to make money), those guys who insist on looking for loopholes to grief people in high sec seriously lack a pair of balls - which is way, way worse than carebearing.
Either suck up to suicide ganking or to the sec status loss in low sec. Be a man, damnit. Everyone can lure children and then steal their candies.

I have no highsec carebear alts, i hate pve in this game with a passion and refuse to participate, therefore I should be free to find loopholes to kill all those highsec carebear alts.
except I can't go into highsec because i'm -10 from killing all those low sec griefers.

Well, because it is fun to roflstomp people from time to time. In counter-strike it is still fun to ace a team with all deagle one-shots even if they are vastly inferior to you in terms of skill (which is necessary for such a scenario to unfold).
EVE is no different in terms of playerbase and perhaps worse because involuntary PVP is a game mechanic and that attracts a LOT of griefers. It also attracts a lot of people like me who are generally pretty nice but just like having risk so it is balanced I would say.

Oh my - other people don't like to play the game the way *I* want them to so CCP should change the game so that they quit.
Because that's all that this would acheive.
People run missions because they don't want to do PvP. If you want to, great. There are lots of places to do that.
My wife is mostly a miner. But these days, because she needs higher level agents for research, she's missioning in high sec to work up her status. She does this while trying to get things done around the house and spend time with and mind a very clever 2.5 year old with a tendency to create very interesting and destructive messes.
She likes to play EVE, but the focus required for low sec PvP ops is not available to her due to RL concerns.
Change the game as you describe and she goes back to mining or quits completely.
Honestly, think about things from the perspective of others. They matter too.

The same passion with which you hate PVE, some have for PVP...so in your thinking, there should be someway for a carebear to then make you PVE right?
Look to each his own, I just don't agree that we should force "carebears" to PVP if they don't want to anymore than we force PVPer's to mine or do whatever it is they hate to do.

Imho a viable way is to flip a loot can / a wreck. Should make things more "player" oriented than Concord.

BUT WHY??? Every other profession in this game is PvP! (ok not mining so much) The bots flood any "playstyle" where it's predictable and programmable. Mining, mission, spamming. These professions need to be not doable by a machine. The solution is not necessarily to introduce PvP, but AFK mission running = not okay! Can you agree with that?

Any ship for looting will do. Just know that if your goal is to actually salvage/loot effectively, you will want a frigate (salvaging) or an agile cruiser (looting).
If your sole goal is to gain aggro, then a destroyer might make you look like a ninja who doesn't know what he's doing and thus would make him get careless. A ship that's weak (like an industrial) might make him overconfident as well. Or, something expensive; a corpmate reports lots of missionrunner aggro when he uses his Fleet Stabber compared to his normal Stabber.
as far as your ship fittings: entirely unnecessary. Missionrunner tanks are very fragile cap-wise. You have very little DPS, and that many neuts is ENTIRELY unnecessary. 2x Heavy neuts will do fine to destabilize his tank. Just make sure you stagger them (Activate one, then the other halfway through the cycle) so he can't regain cap and thus run his tank inbetween neut cycles.
Also, he could be far away from the warpin point. Get an afterburner on the thing or you'll have tackling issues. Make sure to overheat your AB/Disruptor for the initial tackle.

Sollution for the bots is simple, make mission so, you need too actually think a bit too do them, what would also prolly make them a bit more interresting to do :P
But i agree that not all carebears are full-time carebears... guilty on part-time carebearing as well here, when my wallet is reaching the point i cant efford the ships i just lost in PvP its time too get that trusted cnr from my mission hangar and starting running those boring missions again, while watching a movie or 2 in progress, and get that wallet up again, get myself some new ships, slam them in a transporter and move it asap too 0.0 and get the hell out of empire again before i go mentally

You can try ofc. maybe a n00b mission runner or a alt would fall for mostly trickery into aggro you, but the average part-time beared/pvp player main/alt on missions prolly wont even give you a second look, prolly even shrugging and shaking his head if your trying too loot his stuff and continues with his grinding, or even tease you by shooting the wrecks before you even get close too them :P..
The average CNR bot, wont give you a second look, because, well, they are maybe bots ;)
And the average n00b who would fall for it, prolly wont even fly a cnr
sorry mate, sadly, you just prolly annoy just yourself, hoping too pick one of those cnr's off in empire as gankkill..

I think you are wrong. In my corp several members are enjoying mining, playing the market, building, ie the whole industrial process. Whenever our corp gets decced they withdraw to safer systems and continue with what they find amusing, while the rest of us that are more bloodthirsty go to war. They like it. Why? I have no idea, but they seem to have fun safing it while the rest of us go to war with a grin. I'll buy your house, your bank, and your country. |

Some people have so stressing job in real life, that they want to relax. They take couple beers and watch how mining lazorz bites dust.
PVP needs quite much attention and can be quite stressing in long terms.
Some of us want to build better world, some want to destroy it, that is how life goes.

Back on the subject of the OP's fitting...
I run an active tanked CNR for missions when I need to gain cash back and can say for sure that 2 neuts would do the trick easily. Many CNRs are built for "burst" shield tanking with a booster and without cap...dead in short order.

1. PvP does NOT equal pewpew. k? If you think that pewpew is the only PvP in eve, YOU are missing out on most of the content in the game, not the carebears. I tried to play wow, but I felt like committing suicide after 2 hours.
2. YOU think the PvP content in this game is atrocious. I have a life next to eve, I'm usually really exhausted by the time I finally get to sit down and get some play time. For this, missions in eve are perfect. If I have some spare time, and my buddies are on and I feel up to it, I'll do some pewpew for variation. But only when I have the time and energy for it. And I never pick on defenseless carebears. It brings me no joy, as I do that irl to make a living.
3. A lot of people like eve for it's complexity and depth. In fact, it's the complexity and the fact that there's no cap on character development that has drawn me to eve. Not the fact that I can shoot who I want when I want.
4. EVE is a GAME. It's a pastime activity. Not your job. I'm forced to do things that I'm less than proud of every day because IT'S MY JOB. I don't need this in in my PASTIME. I play games because they're different from real life. I don't need to save up money in case I get a higher power bill than normal, and thus I can be nice to people when I play games. There's plenty enough PvP(player=person, and life's a game) irl, so most of the time I don't feel like having that in my pastime. You got a problem with that, get help. It's not my problem.
5. CCP is working on improving the PvE content. They've said so themselves, and in fact, they're quite proud of all that they've achieved so far, and according to them, they've had a lot of positive feedback in regards to their PvE content. The only complaints they've had are in fact from a few very vocal members of the pewpew forums. I wonder why?
PS: Even CCP has said that PvP is about half the game, Not 100%. And that half also includes market pvp, industrial pvp etc. So pewpew is not 100% of eve's content.
To OP: You do indeed only need one neut, and not a large one at that. A medium will probably suffice. Be careful, because if they play it smart, they might actually manage to trap you inside the mission without getting flagged to you, thus managing to counter grief you. Even though most missionrunners don't like to pewpew, doesn't mean they don't know how. Don't go thinking you'll get rich by doing this, and be prepared to spend a lot of hours before you finally get someone to aggro you.
Some think it's well worth the time invested, but most don't. I personally go to nullsec for pewpew, and I would recommend that to anybody. Even lowsec pewpew seems very tame compared to nullsec imo. No restrictions, no worries about sec status, and best of all: nowhere to hide!

A couple simple reasons:
1) Hate mail is awesome. People who want to PvP tend to accept their losses without much more than a "gf" in local, but carebears can send some of the most epic hate mail, and spend hours crying and ranting about how you killed their poor little CNR.
2) Missioners are rich, and tend to fit expensive modules. It's simple economics, killing missioners is good for the wallet.
And as for the previous post: EVE's missions have depth? Can I have some of what you're smoking? Missions are absolutely no challenge, you warp in, press F1, and collect your money. How exactly is this deep? -----------

no im sorry but i have to disagree. pirates are the biggest sulkers i have seen to date. i have only had 1 run in with pirates, about 8 of them camping a gate, when i baited them in local and killed some of them with a little t1 frigate, then the hate mail and insults started...from all 8. then again, it could have been just that pirate corp....

I don't have experience about high sec ganking but I can see how it is a very profitable bu$iness. I have fitted multiple ships with the T2 + named items I grabbed off high sec killed (by someone else) pilots.
I also have a dozen of neat Caldari missile T2 launchers (and faction missiles) I took off Ravens around, think they'll yield me some nice cash.
Finally, some of my corp mates posted the hate mails. Some of them are just so... WHAAAAAAARG E-RAGEEEEEE that I can see why they have fun titillating those guys.
Killing guys at low sec camps? Meh, if you attack they just go away or stay and say "gf" and they generally know to fit cheap-yet-effective ships so you can't really line up pockets with them.
