I'd never really wondered why not but I would imagine it has something to do with the very slow speed of hull repair. Individual drones would only repair like 1 hull/sec lol.
I'd like to see them too but if they're in line with regular hull repairers, the skill reqs would be ridiculous for the marginal benefits and 99.9% of the time you need to hull repair yourself, not other people. TBH, I find the remote hull reppers to be of marginal usefulness too. ***************

Personally I'd probably be using Hull Repair Drones to repair Fleetmates Drones rather than the fleetmates ship in most cases. Moving a Large ships into distance to repair a drone is a pain in the neck.

some corps have members with ships for the whole purpose of repairing damaged corp mates without them having to dock and pay for repair or swith out vital modules to fit repair modules. having hull rep drones just augments this and allows for these dedicated fixer-uppers to do their job with a greater variety of tools.

but repairing in a station is free
edit: yeah... ok.. give me a break. haven't been to empire in like 10 months
