Otherwise you are a privateer, mercenairy, a navy officer, a bountyhunter - but no pirate! A pirate has a black flag and no alliance sig!

Ore thieving isn't pirating. The definition of piracy needs to include some aspect of illegality and risk. Ore thieving in empire has very little risk attached to it and isn't considered illegal by the government, so it isn't piracy, much as it IS a starting point and/or sometime hobby for pirates.

Taxing people is extortion too. I mean, you pay taxes, and if you don't, your ass gets put into jail. Government or no government, your ass is being exploited by someone. A pirate is just a weaker brand of criminal.
