I am not a scientist (as of yet) more of a jack-of-all trades however i also feel that the BP lottery needs some rework
first of all bring the reverse eng skill ingame then make more research skills (so you need to specialize in one field only)
after that my primary sugeston would be that you would need the varius skills and them find a agent the agent would then require a BPO that you would want to research
once the BPO was submitted there should be 2 options modify the existing BPO and create a tech II version of the BPO
modify should have a high chance of success (vs tech II) on modify you would assign a point number to each item in the BPO for instance low slot is worth 10 points med is worth 20 and high 30 so you can remove 3 low slots to ad a high slot after you have reset the skills (like on a BS lose a high slot to add cargohold) whatever lose points are left are discarded and depending on how many changes you have made (and your skills) you would either lose the BPO (and ISK and minerals you put into transforming the BPO) or you would have a modified BPO that could be copyed to BPC or used to produce with
now create a tech II version should take longer cost more and have a much bigger chance of failure

Real scientists start out with knowledge and components (chemicals, molecules, devices) and combine these to create new innovative products.
It would be pretty neat if you could combine different construction components in game in certain complex ways to create a new product and then using this prototype, create a BP.
Each combination of materials could be combined with RP (the ingame equivalent of knowledge) to give you a chance at successfully creating a prototype.
I.E 3 nuclear thruster units, 1 unit of rocket fuel, etc etc + RP points + random chance of failure = tech 2 afterburner prototype.
Take tech 2 afterburner prototype + blank blueprint + random chance of failure = tech 2 afterburner blueprint original
Make these combinations difficult to discover so that dedicated people have a better chance and you have real EVE scientists working in game.

One problem i see with "crafting" your own items is that every item's type (for example "Heavy Beam Laser I") is a unique in the database. By researching your own item types you basically create more item types to be managed by the database. (Heavy Beam Laser I +10% Damage +15% Rate of fire") And the number of these additional unique types is many many times more than there are now. Just imagine how the market would display it.

I concur 100% with your proposal. Dedicating oneself to science is a noble calling yet CCP has made it a scratch off game! I want research to count for something. It should be a valid career path and not some lottery prize.
