Crucifier, nice ewar ship as for other races aswell.
Executioner, great mission ship after you ditch your noob ship, and after that good high speed frigate
Inquistor, nice missile boat if you are inclined to go missiles (step up for cov ops)
Magnate, good ship for recon purposes
Tormentor, fine ship to start your mining carrier with

The whole concept of 'tiers' is ridiculous and doesn't fit with the way eve is played now. There is no reason some frigates and cruisers should be utterly useless (and don't kid yourself, they are) simply because they're a lower tier.

Besides the Rifter, what is the purpose of flying the other T1 frigs? I never see anyone using them because even a several hours old char can already aquire a Rifter. A new char will most probably run some missions first where the Rifter surpasses the other frigs by far.
There is the Vigil which is never used because it provides only a target painter bonus, the Slasher is only a weaker Rifter with same bonuses and a bit faster...the Breacher might be useful but people who choose to fight with missiles go Caldari anyway, Minmatar starter chars usually skill gunnery first- and the last one is the Burst, a mining frig...i dont know about mining but i doubt that miners will use that for more than a couple of hours before getting into something more useful.
So basically there is a ****load of T1 frigs in game but only 1 or 2 from each race are really used... variety is always good but is there a point in it if only 1 shiptype is used?
Vigil is the ship of choice for Ninja salvagers
The probe is a T1 scan ship.

Your also forgetting that way back when the game was just out, you had no learning skills and a smaller starting set of skills than you do now.

No, he's not talking about the T1 frigates that fill a niche. He's talking about the REALLY useless ships, mostly cruisers, which are the laughing stock of the entire universe. The Omen is an example. It should fill the same role as the Maller (both armor tanking laser ships), but is impossible to fit that way, because it has less PG, because it's of a lower tier.
The Prophecy is this. It's the same ship as the Harbinger, but it's of a lower tier, so it gets useless bonuses, and is as such the absolute worst Tier 1 battlecruiser.

I can't think of any T1 frigate that isn't useful. Just because the "endgame" combat in lowsec and 0.0 mostly excludes frigates doesn't mean they can't be used. High-sec wars are often between corporations with relatively little PVP experience and little desire to risk high-value ships, so you can quite often get some T1 frigate and cruiser fleets fighting if you pick a well-matched opponent (or pick an easy opponent but downgrade your own ships to match).

Vigil TP bonus use: Vigil locks fast, and blows up the primary ship to the size of a titan for the DPS/heavy tackle ships to lock faster.

Look at the bonuses..
that is why you use those ships over the rifter
The rifter may be the king of pvp and a damn good pve ship too but it isn't the end all of the frigates
Probe - cheap transport and scanning ship (good cheap mission cleanup ship too)
Slasher - cheap disposable ship till you can upgrade into better
Virgil - good high speed tackler, TP are useful (especially in mixed fleets with caldari ships)
Burst - miner (though the probe makes a good one with the cargo bay unless ya jetcan/orca mining)
Breacher - pve ship with 3 launchers and a salvager (clean up, pick and choose loot) works very well in missions

No, not really. You can find videos of punishers killing BCs. If you don't have a lot of ISK or, more likely in this case, you're looking for a challenge, the punisher is a great ship.
A big part of successful solo PvP is being stronger than you look.
