Hig - 4 Dual pulses 4 Sieges (ya i know its expensive but so what) med - 4 tech 2 cap rechages low - 4 hards to countter NPC types, 1 Accomodation L rep and 1 Tech 2 M rep + cap relay
/edit - i culd imagine that Tempest culd fit 6 duals with decent armor tank and enuff juice to runn it and some nosferatus or sieges -------------------------------------------

its messed up that ppl say the 1400mm on a tempest cant hit anymore. I use 6 1400mm 2 seige launchers. And in mids 2 sheild hardners 1 sheild booster 1 sig booster 1 named tracking mod. Low slots are 2 tech 2 gyro's 1 tech 2 tracking comp and 1 named med armour repair and 2 rcu's. Now whit this setup i can hit from 50-110k frigs and can hit bs through all ranges. So 1400mm aint all that bad. and i use the seige launchers cause they fire faster can shoot torps also and carry more cruise

Theres no way you can equip all that you must be way over ur cpu limit

you can fit 6x1400 and 2xsiege with 2rcu or 1rcu2 I think.
setups arent all that difficult as long as you know what you want to do/what range you fight at/what you are fighting.
I used to use 6x1400 2xsiege and a shield tank setup (1large t2 sb,shield amp 2hards) but found that for npc hunting it was relying on the torps to kill the frigs/cruisers...did manage to take a 2x1mil bs and 1x1.5mil bs spawn tho with it - so it works.
Also tried 4x1200/1400 and siege launchers and found it quite good - just hate to use missiles on npc really as the price is an issue - and would really rather use a phoon for this setup tbh.
Atm I use 6x800 2xsiege web cap chargers and 1accom 4hards (2of each depending on the rat type) and a cap relay...can sustain it all indefinitely and tank up to 2bs quite easy - 3is a bit tougher with only 1rep but its still doable :)
the 800s do chew a LOT of ammo - but the dot is fairly impressive (can take down a 1.5mil bs without reloading) and being able to run the 4hards/1large rep all the time means tankage is pretty solid.
expect to go through a LOT of ammo tho...I can chew through 10k so fast but if you only fly minmater and only use projectile like me this is an excellent npc ratting solution.

I've managed to pick up a number of named modules so i suspect that off the shelf one's may not fit so easily.
My (relevant) ship fitting skills are elctronis and engineering both at 5.

well the 1400mm is funny ...
it has the highest dmg modifier of any large gun but also the lowest dot of any large gun 
combined with lowest tracking, noobish ammo, reloading and lowest rof, least chance of wrecking hit and misses which hurt the gun the most due to the low rof ...
it simply sucks even on a tempest 
whatever the awesome ability to change your dmg not even to a specific dmg type and the no cap usage all makes up for it

Must admit i have no real complaints about the 1400's. Using them on agent missiles at the 60km warp in i can hit well using phased plasma typically 300-500 per shot, as smaller craft close range they also stop flying straight down your gun barells and so the transeverse velocity goes up. Typically within 30km i wouldn't want to have to rely on 1400's to remove the enemy, that's what i have heavy missiles and drones for.
Imho when out belt NPC hunting, the relatively "poor" performance of the 1400's is just the other side of their low risk, a 'thron with blasters will do far more damage in a short space of time but you need to be in the enemies face with all the risks that that entails if things go pears-shaped. To my knowledge no-one's ever been warp scrambled at 100km's

Btw i must admit that i've only recently started going outside empire space again and only encountered lower level bs's, so if things change radically when you go out really deep, appologies... just speaking from my personal experiences

I have found the problems with 1400's to be against players and not so much when shooting at NPC..

That's why my set up is no tank, i wouldn't have a chance with my published set up if anyone got in close and scrambled me

AND don't forget your drones to kill the elite frigs .....these will kill you faster than the BS's!!!
I can take a spawn of 2x 1.5mil BS and all support ships in this setup. If I get 3x BS, I keep my MAX range until one is dead, and then can close in a bit cloer for bigger hits. the 3x siege really help on this setup for added torp firepower!
