I am highly wary of the entire lottery deal. Basically because I've seen people get 2-3 bpo while others with 10x the points get none.
I'd like to see the lottery completely changed so it gives bp COPIES not originals. They would be limited run copies, would be given more often, and would be more equally distributed.
Right now giving someone a BPO for an assault cruiser (example) is like giving someone a money machine. I'm aware of one that recently sold for 6b isk (thats BILLION). Thats outrageous imo. Now imagine instead of one person getting this 10 people each got a five run BPC? Spread the wealth a bit, everyone gets something, yet its not flooding the market.
I have five R&D agents, two in Amarrian Starship, one in Laser, one in Quantum and one in something else (forget what). My standings are all +5.0 or better, im making decent points, I've got about 30k points on my first (laser), between 10k-30k on the other four. I've spent the 40m isk on the R&D Mgmt skill to run more then one agent. I've spent weeks just doing stupid missions for standing.
I've gotten nothing in return. 
Redo the lottery. Spread the wealth and let us feel there is some benefit to actually doing research. My corp has a total of 12 R&D agents between three members. We have NO blueprints in that time (over six months for some). Thats a real problem.

Well, yeah, thats why its called a lottery. Who said your amount of RPs would be directly proportional to the amount of BPOs you get?

I would rather see a mix of copies and originals. This makes the T2 market stable by allowing some people to manufacture T2 items regularly, and allows people who don't get BPOs to still get something. Auction your items for isk, works sort of like ebay. |

Well, yeah, thats why its called a lottery. Who said your amount of RPs would be directly proportional to the amount of BPOs you get?

Is that what it is? When you see one person get three BPO's in a short time with minimal points, then someone else get nothing with over 100,000 RP you wonder especially when the ones to get them seem to be "popular".
The amount of RP you have are supposed to increase your chances of getting a BPO. More chances in the pool.
My big issue with all this is they have NEVER said how the lottery works. I want to see CCP lay it out in black and white HOW the lottery works and HOW the winners are picked. Do they have a program for it? Do they throw names into a hat, pick a winner then load the bp into game? How does it work?

Actually in a post by Pappa Smurf (which went unnoticed to most) he said that they had indeed found a bug in the algorithm for BPO distribution that cause people with very few RP to get a bigger chance than they should have. This was fixed according to Pappa Smurf.
On another note I'd like to see tech 2 BPCs being given and costing a smaller amount of your research points. This would cause a drain in RP overall (like solving the inflation of isk) and it would as stated by others distribute wealth across a greater number of people.

Ive given up, the whole effort isn't worth it.
Also I did Rocket Science. I was under the impression the rocket science was dealing with...rockets. Like missles, "rockets" torpedos etc..
You can imagine my horror when i found out i was researching MWD's/AB's....

would have been nice to know ahead of time what area I was in,...
Instead of 5 monhs later on some forgotten patch notes

I have also been researching since December 2003. Still no BPO. I get 132 RP\D and have 47,000 points in Laser Phyiscs.

Hi i Got a sensor booster bpo from my lvl 1 agent after 2150 points @ 33.50 a day from Electromagnetic physics. -- Diplomacy is like saying "nice doggy" until u can find a bigger rock:) |
