EVE Online Apocrypha 1.3 will be deployed during downtime on Monday, 29th June 2009 between 0800 and 1200 GMT.
This latest patch in the Apocrypha series contains some fantastic changes for core memory and lag reduction on Tranquility. Tech 3 production and reverse engineering will be receiving a major boost in terms of increased radar sites in wormhole space, increased drop rates of Tech 3 datacores along with increasing the runs on the blueprints from reverse engineering jobs. Player Owned Structures will see significant improvements with the deployment, anchoring, on-lining and un-anchoring of starbase towers and structures which will be improved for all players.

No, in terms of modules this change only applies to offensive and defensive modules. It is specifically aimed at things like sentry batteries that must be anchored outside the force field.

Not so much the actual tower spamming as reducing the 'time vampire' nature of setting up enough modules (20-30+) to create so-called Death Star towers which could take a single operator 12-14 hours to do properly.

does this means existing t3 bpc's will have a increase in runs as well ?
No, this will only affect blueprints created after the patch. Your existing bpc's will be unchanged.

no, but honestly shield management 5 is well worth it and one of the skills you should train to 5 IMO even if you armour tank. |

The entire collective logistical arm of EVE just went "yes!!!" followed by "arg!!!, now we have to wait not knowing when it will get here!!!". Such tactics should be outlawed crimes against humanity by the Yulai convention...
we know, it's our wishlist but bigger things are in the works which will reduce the need for starbase logistics as well combined with this effective bandaid to some of the pos module anchoring/unanchoring times.

This is not about blobbing. The time reduction does not make the setup "easier" or the towers themselves more lethal / annoying once completed. Regardless of if a tower takes five hours or ten hours to set up, their end-state effectiveness remains the same.

Those fixes were postponed to a later release to focus the development and testing of this release on the inventory service database layer changes. |

The inventory service database layer changes are the culmination of multiple engineering projects at CCP, each of which spanning a couple of years. The release of the latest projects started in Quantum Rise, then followed in Apocrypha 1.2 and now Apocrypha 1.3. I'm planning to write a dev blog this weekend to provide more insight into this work we have been doing.

A fairly critical note has passed testing and will be added to this expansion. This will be a change under Markest & Contracts and reads as follows:
Freeform contracts can no longer be created. This is due to griefing problems. You will still be able to view your completed freeform contracts for now but in an upcoming expansion older freeform contracts will be removed as well.
The new note has been added to the patch note listing.
