Comedy option: put the BPO into a mobile lab, start a research job on it, empty the lab, and unanchor it with the job still in progress. The BPO will not be visible on cargo scans - only the lab, which is indistinguishable from a packaged one. For a small fee, I would be willing to transfer your BPO to where ever it needs to be. After passing it through the hands of several alts and shady characters, it will never be found by bad people, and should arrive relatively intact, appearing as a tristan bpo, only for the sake of fooling suicide gankers.

First of all make sure noone knows you want to move something like that, or at least they shouldn't know when.
Blockade runner with cov-ops cloak will work fine. I usually move very valuable stuff with that, it's really really hard to catch if piloted semi-decently.

Any time I've moved any bpo's of note, I've used a blockade runner. I only do two things different from my normal way of things..
1) I don't autopilot and I treat empire like 0.0. Insta cloak after jump, warp cloaked, jump on contact. 2) I figure out where the bpo sits in the sorted inventory list and run off a hundred or so bpc's that will fit on either side. On the off chance someone is able to lock me for the half second I'm visible and run a scan, they'll have to spend actual mental effort to find the needle in a haystack. Doesn't hurt that I often move craptonnes of ammo/frigate bpcs for invention anyways.

Well, if you're moving through high-sec I'd go either with a inertia stab covops frig (set for max agility, maybe some agility rigs, ie, low friction nozzle joints), or an interceptor with the same fit out.
Right now I'm using an ares interceptor with 2 stabs and 2 istabs. it gets into warp quickly.
I also fit an mwd and an AB. If i actually do get scrambled (unlikely), i can get back to the gate. If I'm warp scrambled (and can't use my mwd), I still have the AB as backup which overheated still pushes me over 2000m/s with no sig radius penalty.
A third option--which i went with once--was a simple disguise. I was dressed as a simple punisher frigate with lasers. Yeah, somebody probably could have got me, but would they have even suspected in the first placE?
LASTLY--and I think this may be the safest option for empire transport--would be a massively, passive tanked damnation. If you got the skills, with tons of plate, slave implants, and trimark rigs you can have a truly massive passive tank, which I just can't imagine anyone being able to suicide gank. I mean, the size of the suicide gank squad would have to be massive. If you've got a scout, then there is no way he could miss it.
If i had a mom bpo, that's how i'd do it.

Give my vote to the agility fit covops, cloak after every gate jump. For something that valuable, I'd also go as far as to wait as long as tolerable having made this post but this arrangement should be as close to untouchable as you need imo.

Best way is to fly it in the ibis if in high-sec, or use Covert Ops/blockade runner in low/null sec. Never warp to gates directly and take your time in null sec. A scout or two is advisable to have.

Problem is that the labs have a decent value as well, so a gank is just due.
Also, Orca is the best of all because it denies the drop.
Only issue with Orca is that if your corp is big enough (sometimes few dozens are enough) you WILL have spies and they will know about what you are going to do. In that case a BPO denial fleet can and will be issued to kill it and the Orca cannot evade or flee a focused effort.
The safest solution I found so far is... embarassingly obvious and cheap:
1) Create a minnie pilot. It's paramount the pilot is new-ish, because suicide gankers tend to check for pilot's age. A 3 years old pilot in a frigate calls for priority scan. Shuttles too are checked by gankers because they often carry BPOs in the false assumption it's safe (till the disco ship waiting you later).
2) Train hull upgrades (iirc), evasive maneuvres to 3 and all it's needed to have a Rifter with engine booster, nano and inertia stab. Warp stab is useless. You'll be one shot anyway. Put some 125mm comedy meta 0 cannons.
3) Make the contract twice so you get an anonymous package.
4) Have an insta undock bookmark created and then a safe spot. Exiting the station is a totally critical moment (and one moment an Orca can have an hell of time with). If you are completely paranoid, create one safe spot per system till the destination. The safe spots MUST NOT be aligned with the exit gates or you'll be passible of disco.
5) Put a NPC corp cov ops alt near the take off station. Take off ONLY when ZERO other ships are around. Don't accept even a noob frigate, they can be planted as buoy to warp in gank boats (beware a cov ops alt can also be parked not just a noob ship alt. Cross check with local names!)
6) Take off and warp to the safe spot ASAP. Best time to do that: right after one of those "short downtimes", before the usual official server up time. There are usually several of them a month.
7) Move the cov ops to the next system and triple check there's no suspect activity. Keep staying ahead with the cov ops while you enter the system and immediately warp to the premade safe spots. If not making safe spots, warp to the nearest planet to the exit gate, at 100. Your being at nearest planet should provide for an angle to deal with eventual smart bomb camps.
8) Keep moving. The worst possible is to keep the Rifter still at a place, as it can be probed, expecially if using planets as warp points.
9) In case of ANY doubt, in case of ANY ship at a gate that looks off the enemy alliance, log off the Rifter at the safe spot and do it tomorrow.
10) Once at the destination system check for no enemy ships around the station. If there are DO NOT enter another station in the system, just log off and do it another time.
Several of the above steps cannot be effectively be done with an Orca. Orca is the best to carry "normal" BPOs, in case of important T2 imho an Orca is not enough as killing your production chances paid 30B+ heavily outweights the prize of a gank fleet.
If done well, all you risk is to lose the cov ops to a smart bomb camp. If this happens, this means your corp security is breached. Immediately log off the Rifter. In case of our corp, we'd have a fast briefing and immediately put 50+ battleships + support and multiple decoy carry boats (none but the CEO will know where the right anonymous package is) and brute force the enemies if it's the only choice.

Additions:
When doing it during short downtimes, make sure you don't meet suicide gankers who anticipate ferry boat pilots intentions at flying at such early opportunity. Due to the super-low amount of players in game at that hour, if there's a suicide gank guy he will pay you full attention, something he cannot do if there are 5-6 juicier ships passing along with you during the day. If you find one of such gank pilots, then delay the operation till 10 minutes past official up time so you mix with the early crowd while half of the gankers are offline. Signs of gank pilot, for the cov ops guy to check: Trasher or other destroyer, orange sec status or positive sec + skull (the guy ratted up to positive sec to disguise you). Brutix / Rupture / drake are other commonly used gank boats. Sometimes they'll even use Hurricanes. The gankers tend to have an indy nearby for loot so check for that. Don't feel safe just because they don't lock you, they are just using passive targetting. You are alive only because they decided you don't pay off enough.

LOL never use covert ops, my alt died to a smartbombing BS in hisec and podded before i could jump, lucky nothing was in it.
Best bet imo is a shield extended recon with nanos(few wcs if you must)

That depends where you moving it from - to. High-sec to High-sec, use a blockade runner or cloaked recon. High-sec to Low-sec, ^^ or jump freighter Low-sec to Low-sec, ^^ or a carrier If journey envolves 0.0 then use a carrier if you can or if not a T3 ship with covert ops and interdiction nullification.

Interceptor, preferably one with many low slots. Inertia stabs, med shield extender & resistance amps.
Gets into warp almost before decloak, can withstand the casual smartbomber, and is almost impossible to scan anyway due to the in-warp-before-decloak maneuverability. I've run countless lowsec gatecamps just this way, no matter how many fast lockers they've got.
1 bubble = goodbye. So don't fly this thru 0.0, use a cov ops similarly fitted.

use t3 blockade runner (covops, bubble immunity, agility) once close to 0.0 you can fly around the entire edge of the universe and say hello with high value BPOs in one of those straight gate to gate, no external help needed and the best thing is you know every 30+ or so trash ship pilots in every system is yelling your name in intel
advice though: have a tab in your overview to only see gates, theyll always try to hug the gate (which never works) but it will kill you if youre sitting there like an idiot scrolling the overview to find the gate
