Ooh I love the hint of sarcasm. Not asking for minerals to just fall into my Cargo because I hit some magic mining doomsday device. Honestly think a larger platform for mining is needed for 0.0 and think it would compliment a rorqual well.

The way I see it we need to be looking at the bigger picture, we don't need a ship that mines faster than a hulk, we need a ship which brings ALL kinds of mining vessel together unto a usable group without obsoleting any of them.
We need the hulks to mine, the rorquals to oversee and compress and the orcas to transport.
So what does that leave? Simple.
We need a ship that refines.
Make it big, make it slow, make it tough. Have it need to deploy in order to refine but get this.... have it need to be within a certain distance from the star to deploy. I believe that forcing this as a requirement will do several things to the OP.
1) It creates a physical supply chain, Exhumers mining, Orcas transporting to and from the Rorq and ultimately the big boy chomping that all down into it's component minerals. (Higher yield for compressed ore? ONLY works with compressed ore? Needs thinking)
2) It creates an interesting effect in necessitating the separation of the fleet. Support and defence will have to be on their toes.
3) It fills a role that isn't touched on by any other vessel in a way that isn't used by anything else, there's untapped potential there. While deployed the ship could even provide other services for people as well as refining, how about creating a basic comms net? This would be a layer of security for w-space operations (And it's hardly like it'll be abused)
Of course, the ship will need a jump drive and all the regular guff associated with such ships. Fluff wise you could Say that the refining process requires such ludicrous amounts of energy that even our titanic reactor cores struggle to cope (Reason for POS refineries taking so long perhaps) and as such the ship must deploy IMMENSE solar panels and collectors in order to power the gargantuan machinery, you could even have a nice little animation occur when you deploy, have panels and dumps extend and connect which takes the duration of deployment.
Basically, we would LIKE a new ship (Don't need though) and it has to not step on the toes of Miners, Haulers or the Rorqual. I can't really think of anything else that fits so well and covers something that has been asked for for so long than this idea...however, it is gone midnight now as I write this and so my brain not think so gud no more and you'll have to excuse me if it's totally idiotic.

A long time ago they had large ships with drills to break up asteroids but they're not built anymore: Drilling Ship Wreck
Something like this would be the only capital (or larger than barge) mining ship I'd support. A modern version of this would be going into a siege mode, align towards a asteroid and then activate the drilling array.
It'd require fuel to maintain the drill and take time to get to the maximum yield efficiency so the ship would be most effective mining the really large rocks but would make a loss scooping up small pebbles.
Usage limitation would be lowsec for activating the siege mode.
A possible balancing factor for this ship would be to make it require to be moved into the belt with a capital ship and not giving it a warp drive of its own or any meaningful propulsion, making it effectively a Pod piloted mobile mining station. -------- Ideas for: Mining

As I see it there is already no need for a larger mining ship, we already fill a fully rigger 37k m^3 itty 5 with 3 hulks fleet mining in the time it takes to warp to and from the station (POS is faster because no wait time), and we have so many hulk pilots that we fill multiple corp hangars a day. We can already measure the time it takes to mine enough minerals to build a carrier in minutes instead of hours. The only purpose this ship would serve is for single miners because you would completely overload large industrial corps with the ore output needed to haul. As I have said before you would need to also change freighters to be loadable in the belt from orcas, and that change won't happen.
