You don't need a 1.5 bil ship to run level 4 missions. You can also do level 4 missions, albeit somewhat slowly, with only 3 mil or so sp.

You are the one who made the argument that Salvaging and Missioning are two entirely separate professions - I'm only using your assumptions. If the Mission runners (and all things that are effectively mission running by any other name like ratting and plexing) stop there will be no wrecks to salvage.

You do NOT need to stop running missions in order to manufacture. Well, not for more than about five minutes anyway.
I was, however, meaning that mission running is independent of mining or other resource gathering professions - which it is.

Salvaging is completely reliant upon another profession - missioning et al - to generate the resources that they harvest.
High Sec Mining and Missioning are not. The game creates both resources independent of anything or anyone else. And miners, of course, are just as dependent on manufacture as missioners for their ships.
If you deleted everything else in EVE and left only mission running and the ability to manufacture, you could mission.
If you deleted everything else in EVE and left only mining and the ability to manufacture, you could mine.
In fact you could do both (albeit poorly) without even the ability to manufacture as basic items are provided in game.
If you deleted everything but salvaging and the ability to manufacture - you would not have anything functional as there would be nothing for salvagers to salvage. They cannot exist independently.
Ever been to a mag site? Wanna take a guess what you get from them using your salvagers?
