.. Question is in the title :)
I know a lot of peeps think the answer is 'yes', but with what evidence except general feeling that it is the case / because someone else said so?
Yes, ++skill level, implants, T2 mods increase the likelihood of a succesful cycle vs. Access Difficulty, but is it the case that certain items just plain won't drop unless skills are up to lvl 5? .... AFAIK your skill doesn't determine what loot you get, just how long it takes you to get a successful cycle. Plus the higher difficulty items require a higher skill level in order to even start scanning.
You're just having "bad luck" if you're not getting the rare drops. |

if you do not have SALV II's you cannot get blue drops off of "True Spawns" / rare spawns.
If you dont have SALV II's you cannot access archeology cans on occasion.
Other than that there is no evidence to support that teh SALV II's have any effect on lower level drops except that it's about 10% faster than salvage level 4.
