Caldari have one of the better interceptors, a good interdictor, one of the better BC's, some good T2 Cruisers and so on.
Just do NOT make the mistake of thinking every ships is designed for every situation.
Each ship is best suited to a different situation. YOU'RE task is to find the ship that fits the role you need at the given time.

Nothing wrong with Caldari ships. Try a HAM Drake for example, a very solid battlecruiser.

As others have stated: Race is irrelevant as it only affects starter skills.
Caldari have several decent ships, but as missiles are better suited for PvE than PvP, people generally draw the conclusion that all Caldari ships suck.
Missiles take time to reach their target, and often the target is already gone or blown to bits when they get there. They do however, do full damage at all ranges. Caldari gunboats usually have range bonuses instead of damage bonuses, giving them less DPS compared to Gallente counterparts. This can be used as an advantage, but requires a little more effort than orbiting at 1500m and pressing F1-F8.
All in all, the Drake and the Cerberus are excellent ships for both PvE and PvP, as long as you use and fit them properly. The Raven is the ship for running lvl 4's quickly, and the Falcon is, well, Falcon.

Kestrel, Caracal, Raven great t1 ships in a large enough blob that you have someone else pointing and webbing targets long enough for your missiles to arrive.
Infact, there is no race out there that CCP has made 'completely' useless, although they all have their gimps.
Minmatar - too much fall off, rarely get decent hits etc (would cite all race's issues, but my 1 year old wants to play "Pull the keys off daddy's netbook" again).
I quite enjoy my BlackBirds and Drakes are my favorite ship. I see alot of crap from people on forums and in game about lousy Scorpions and nerfed Falcons. In the alliance I am in, one FC doesn't want you in his fleet if you are in a Scorpion.
And like someone else said (this really isn't a priority in PVP)but Caldari ships look the best.
In any case since all my training up to now has mostly been Caldari ships, I guess i will have to train on other races. A Megathron looks like a nice BS...

Nobody cares what race you are or what you fly. What matters is the commitment you are willing to give to yourself or a corp. Just have fun & remember skills are never wasted as you have all the time in the world to find out what suits you best. A lot of new players make training decisions which in the first instance can seem wrong but all ships have essential core skills which are shared by every race so its never much of a disaster to cross train out of a perceived mistake.

Even Raven can dish out incredible DPS if you fit it right and put it in the right gang. They are specialized gang ships, treat them as such.
For a new player that wants to PvP, caldari can be frustrating because its actually very skill intensive. We need to train Gunnery, Missiles, EWAR, Shield AND Armor tanking, plus drones to be able use all of our ships effectively. A gallente or amarr player just needs to train gunnery, armor tanking and drones, voila, they can use 90% of their ships effectively. If you don't train those above, you block yourself out from respectable amount of caldari ships.
The fact is, Rokh is the only acceptable Caldari BS on large fleet engagements. Eagle is our only sniper hac. Harpy is our only useful AF. Most BS gangs only accept your Scorpion if you fit it as armor rr. These are just from top of my head.
Caldari is more like Minmatar rather than Gallente or Amarr. You have to train multiple weapons and tanking systems, but unlike minmatar, a caldari ship only uses one of those systems, while minmatar ships uses them at the same time and/or supports all of them.

I started caldari switched to ammar and I can tell you this: Ammar are more fun more DPS but for pve I recommend Caldari. Epically if you do 0.0 sec plexs Couple of days ago I lost an apoc is less than 30sec with 2XLAR to sansha Prov HQ. The fun thing about ammar is the in your face DPS which is the opposite of the caldari range tanking. Caldari have less DPS but they have more survival, so if you interested in pve stay for caldari then cross train when you think your pretty good set (can't solo Sansha Prov HQ ever). if you interested in pvp I say stay caldari Because I think they have better tacklers ,ammar ship don't have allot of mid slots so you have to sacrifice if you want to tackle
if all you want is pvp then cross train and I don't have any experience with that so ask someone else 
P.s is talking about ammar vs. caldari in my opinion P.s am thinking of training Caldari BS for 0.0 plexs

Ineffective? 
Caldari have the best PVE ships, now for pvp I think Amarr is FOM.
Look at Gallente for example, nerfed to death over the last year and a half, when they roll sleeper AI to all rats in the game it will be the end for drones.

I started Caldari.. Now I fly Amarr primarily with a side of Gallente (can fly T2 battleships for both). Missiles suck. They need to triple the flight speed and lower the flight time accordingly. Now I only fly a few of their ships for the following reasons:
Flycatcher - cause when you're a suicide bubbler, you wanna stay cheap. I primarily fly the Sabre as a dictor though.
Cerberus - cause for some reason you hardly get primaried and it has pretty decent dps at 150+k -- wouldn't use for large hac gangs since the missiles would never reach the target before it dies, but thanks to it's alpha strike, you get the final blow quite a lot. I prefer flying the Zealot for normal sniper/roaming hac gangs.
Falcon - Umm.. Makes a good cyno ship that can also probe and has a chance* of surviving an attack from a ship or two if they warp to the cyno.
Harpy - You'll never get primaried until the end of the fight, cheap, and you get on lots of kill mails, but this can be done with most frigates. The only thing helping you there is the range they get. Kill mail *****s, take note.
