As I understand you plan to use that battleship to run missiosn. In that case I would suggest aiming for Apocalypse class battleship for Amarr. It's not the best but it's more comfortably to fly with relatively lowish skills than Abbadon.
I would not write down raven either, bcos as a minmatar pilot aiming for malestr÷m you might already have seminerasonable tanking skills and perhaps some missiles skills from Typhoon, si it might be actually easier to step into Raven for you. It's somewhat easier to use than turret battleships in pve at low SP levels.

If he goes BS for missions I'd say go all out Caldari tbh. While I love the Paladin, and the Apoc is friendly to low-sp pilots (and Abaddon reasonable good for semi-low), it's still a horrendous race to fly against certain NPCs. The natural route is -> CNR -> Golem -> Nightmare -> Paladin for PvE. Then rotate Golem and Paladin between missions.
For PvP or PvP/PvE it's a completely different matter. Then I'd personally chose Gallente or perhaps Amarr. - I'd tell you why but then I'll have to kill you. And to kill you I'd have to log in. And to log in I'd have to stop browsing these forums. Both you and me knows that'll never happen. |

Your really out of luck for missions with Minmatar BS skill, you might aswell cross-train to fly a Raven. You can fly one in roughly 16-20 days depending on your attributes (includes +3 implants). Thats to fit all T1 and use cruise missiles.
Since a T1 fitted Raven will dominate a T2 fitted Maelstrom or Typhoon for missions any day, I don't see why not. I'm Amarr and even with decent BS like Apoc or Abaddon (which I've flown plenty of L4s in) - I still found it was worthwile to train the extra 16 days to get into a Raven (which will finally lead me to a Nightmare, since I have 2mil SP in Gunnery alone for lazers).

Phoon is a nice tier 1 ship, not the best of 'em all but far from crappy. The Tempest is actually a pretty decent small gang/solo BS where it can take advantage of the extra utility that it provides, it's just that few people use BS as such.
One pro for flying a Tempest is that you don't need Heavy Drones, which saves you a considerable ammount of SP. Then again, if you're going to be missioning, fleet battling or just be really dedicated to battleships in general then you're far better off just training for Amarr instead.

I have an alt that has trained 10 million SP in gunnery in Minmatar-specific gun skills, that I'm now working through all the lvl 5 specs. In like 20 million skill points, he'll be pretty much a perfect minmatar pilot.
My hope is that by the time that happens, CCP will swing the nerf bat around and fix minmatar. Not holding my breath, though.
Things still to train: Supporting missile skills Supporting drone skills T2 sentries and max out T2 heavies Max shield tanking Start on armor tanking Max armor tanking Train Gallente Bs to at least IV if not V for Macharial. Energy and Armor emission systems maxed.
Yeah, long road. Minmatar are the most SP intensive. Used to be there was a payoff at the end. We'll see; time will tell.

It works passably. Try not to do it without a scout though and keep an eye out for probes when you see neuts in local. :)

minmatar dont have battleships. They have a comedy tanker, a sailboat, and a very large battlecruiser.

Not played much for a year or so and just starting a new minmatar pilot. With My old character I used a phoon with a fairly basic fit for a lot of level 4s as I had more fun with it than with ravens. Might not have been the fastest mission boat but was not a catastrophe.
This type of fit worked then, don't know how good it would be now following missile changes. Think I have it --right- not used it in a while.
Hi Cruise and 2 ACs all good named, salv and tractor Med AB, painter, cap rechargers again good named Low Lar2, mar2, mix of passive hardeners t2, eanm2 and dcu, 2 bcus mix of light t2 and heavy t1 drones
1 rep amount rig, 1 rep speed rig and a cap rig
As I said not the fastest fit but not hideously expensive and it used to do a serviceable job

Bottom line. Minmatar aren't distinguished by their battleships.
The assault frigs are good. As are the cruisers and the battle cruisers. The bigger the ship, the worse the Minmatar are at it.
That said people tend to fall in love with their Phoons. It's like that high-maintenance girlfriend you just can't get out of your system. You can run level 4 missions in it at about 25 million skill points. You need BS5, max fittings and tech II heavy drones at the very least.
If you don't have the patience for that then, seriously, switch now. Last I heard the Raven was the most popular ship in the game. That's no accident. Domi is also an excellent mission runner.
If you do stick with Minmatar you may need more than one BS. Maelstrom does some better than the phoon. And phoon does some better than the Mael. Tempest is a decent 0.0 ratter (surprisingly enough). Read up on each mission before attempting to solo it.
Good luck
