Not necessarily. Ship builders usually don't mine their own materials, but rather buy the materials from miners in bulk. Profit for ship builders is between mineral value and final product value. That ratio is not affected by mineral price directly.
I also think that this is not griefing because you can change your gameplay a bit and become safe. The motives behind continuous Hulkageddon are, however, a whole another story. My bet is on controlling EVE's economy on the most basic level.
And no, it's not "emergent gameplay". It securing your own (Goonswarm's) interests. I'm not saying that it's bad, just pointing out that you should give it a proper name.

That might be the case 6months ago, right now 0.0 miners are a precious good, you don't have to sell yourself short. I know several guys which rented a system (500m per month) that has no worth at all upgraded the indu level to 5 and just happily farming the hidden belts.
So your implication that 0.0 miners are better slaves is wrong. |

Please do not buff the Hulk. Rather, give us the natural response to such lawlessness, give us the technology of active defense. Not after-the-fact repair, not three command ships, maybe, in a mining fleet. Give players a way, if they band together, to prevent an alpha strike. Do not reduce the danger, but increase the opportunity for teamwork.
