They are merging them
Not in looks or gameplay, but in consequences... which is what matters in eve-online.

We do not know yet how much of an effect Dust will have on sovereignty. What we do know so far from the press release video and the interview is that it will play a role in sovereignty alongside the other mechanics to gain sovereignty.
To put that in simpler terms, regional sovereignty will not rely entirely on a console gamer. If it ends up that way then I will really headdesk, but nothing of the sort has been said so far, and in fact we've been told the contrary. -----

According to the interview with HIlmar, its as simple as this; Eve players supply DUSTers with resources who then fight to gain control of "Cells" on a planet, after X Cells planet is owned by Alliance Y, after X planets, System is owned by alliance Y and after X Systems, Const/region belongs to, alliance Y.

As I recall he also said that the new mechanic would be used alongside fleet battles and POSes what-have-you to determine sovereignty. Not in so many words but the point was made.
The fact is that I sincerely doubt that CCP are going to completely upend EVE mechanics and make sovereignty completely reliant on Dust. Not only would that incite an enormous firestorm from the playerbase, I can't imagine it would be easy to write out the current sovereignty code from the game without messing other stuff up. It would make far more sense logically to have the Dust sovereignty mechanic be part of a greater picture. -----

go watch it again dude at the end of the video he puts up a slide thing kinda like powerpoint where an alliances have to be in tune with each other between console and PC. In other words.. if you own a region, you gotta go thru the hassle of getting another corp filled with console players coming home from middle school to fight your battles planetside for you.
One on dust and the other on eve-online
The mentality of someone who doesn't own a pc and only owns a console, to get that person on the same page as a hardcore PC gamer.... next to impossible... What does the console gamer care if your alliances loses space that took a month to attain and countless hours of isk grinding and ops.
He just turns off his xbox... with hardly no investment in his play experience. meanwhile, the guy on the PC on the other end just lost everything he had...

I agree.
PC gamers who are used to the most extremely hardcore MMORPG ever released are simply not going to mix AT ALL with the console player. The core concept is flawed past the point of ridiculousness.
They simply should have released a console game based on EVE and let it go at that. No one would be upset with that. But instead they are releasing a ground game for EVE, and not letting the EXISTING SUBSCRIBERS PLAY IT, unless we go buy another whole SYSTEM not to mention paying for another game. And I hate consoles. I hate the controllers, I hate playing something on a TV instead of a crisp monitor, etc, etc. If I liked console games I'd be playing console games.
Fact of the manner is they've opened up a hornets nest here and if they want any semblance of order back they need to come clean and do so YESTERDAY. The longer this goes the more subscribers they lose.

Also, what console gamer is going to pay ú10-ú12 a month to play an FPS? You can't charge us to play on the PC, yet let console players play for free.
Someone at CCP really hasn't though this through.

Where do you get the sub prices? Or are you pulling that out of your... They refused to state prices in the interview I saw.

What I am saying is
a) do you really think console gamers are going to pay a monthly fee to play an FPS game,
or
b), if it is free for them, then why should I pay to play Eve?
