there's a reason for why most players run level 4 missions in highsec in complete safety for personal income, as opposed to ratting in 0.0 which, while often a little more profitable, also has severe disadvantages such as having to compete with other ratters for ratting space, and getting ganked; the only real advantage 0.0 ratting has is the chance to get faction/officer spawns, and that only happens in the best systems
if anything, "average" 0.0 (ie the 95% that doesn't have either very low truesec or valuable moons) needs a massive boost in profitability; this has to be combined with a feature that somehow makes it easier for new alliances to establish themselves in 0.0 while also somehow preventing established alliances from being able to exert control too easily
i really don't think empire space should be anything other than a newbie area and a marketplace - it certainly shouldn't be able to compete with 0.0 in terms of profitability, which is what high quality level 4 missions allows today
obviously ccp will never ever remove level 4 missions from highsec since this would cause a massive exodus of empire players, so what they should do is simply make the alternative more attractive

this is a terrible idea so i'm not surprised at all that it's you posting it
a 72 hour jump clone timer would massively increase annoyance for all individual players while also not providing any real benefits, since people would just use no/cheaper implants and pod jump instead
