Possible in 0.5-0.6? If so does it take a BS or what? Interested in trying this on one of my characters (ganking macro miners) and just want to know if it's possible solo. If so what's the best ship? Thanks!

Look at the sig radius of a mackinaw. Odds are, even with 4 or 5 TP's you'd be doing more damage with cruise.

Not at all, I think I know where I am. It was a .6 system ice belt and I got my guns/mods ready and then targeted, wasn't even a few seconds and Concord was already on me, no exaggeration.

my recommendation - get a ship scanner. Figure out his fittings.
THEN, get a bs with smarties to match, or missiles.. whatever. Remember, overload it all. No reason not to overload if your just gonna die afterwards..

This. I've read about some ice miners using alts to suicide a shuttle just to get Concord to show up and add in some free protection while they mine. The spawns hang around for a couple hours - and you get free gank protection for the cost of a shuttle and a recycleable alt.
Note: In the same thread it was pointed out by one of the CCP folks that "manipulating CONCORD" in any fashion is considered an exploit, but if they already happened to be there from a previous legitimate gank, then yeah, they would have been all over you like a fat kid on cake.

Hrm, just tried this out on the test server in a .5 and a couple of concord cruisers did indeed spawn in about 5 seconds then instapermascramjamnueted me but it did take about 15 seconds for the bs to arrive and kill me. Something is not right.. The cruisers should come in at about 15 seconds then the bs a bit later. I can only imagine that a .6 responce was about what he experienced. 
edit: try petitioning it under bugs to see what ccp say. Just make sure to explain your not after a reimburse but to clarify responce times so they don't put you in the slow lane.

Done this several times with success except once where concord out of the blue spawned instantly, and no there wasn't any concord already in the belt
check the market because when I bought stuff to suicide there were a few meta neutron blasters that were actually cheaper then tech 1

A lot of the low level meta is cheaper then t1 because it lacks the mineral content of t1...
