You have to realize that EVE players are smart. They always try to avoid losses. They always run away when you have enough firepower to fight back, and you run away when they have enough firepower to fight back. In general, people will only open fire upon you if you *appear* to satisfy one of the following requirements:
1) You can't endanger them - they are guaranteed to get a kill from you without them losing any valuable ships. 2) You are a highly valued target (faction fit battleships, haulers, freighters, etc) which will be worth enough to make losing expensive ships meaningless 3) They hate you enough
If you want a fight, you have to make it appear that you satisfy one of these requirements. For example, some hilarious things have been done with industrial ships in the past. People are (for some reason) much more likely to open fire on an industrial ship than an assault ship.
Unfortunately, due to the effects of warp to zero, there is little TRUE nonconsentual PvP in lowsec. The only people who lose ships in lowsec are those who are too stupid or lazy to do what is necessary to survive, or are people like you who are TRYING to lose a ship.

Here's the trouble as I see it (if trouble is the right word). The rewards aren't great enough in low sec to attract large entities that might stabilize areas. Vast low sec portions have become a sort of no manÆs land, a dangerous buffer zone between the sovereign rich 0.0 space and the relative security of high sec space. The lawlessness is exacerbated even more by the fact that unaffiliated pirates get pushed into this area... no 0.0 corp. claims them, attacking them on sight and they have neither the sec rating nor the desire to fly into empire. They become scavengers, reavers, looking for the quick kill or target of opportunity which more often than not turns out to be some newb or carebear unprepared for what they will find outside of empire. ...and so non pirates learn quickly to stay out of low sec.
Pirates complain only about whining over game mechanics that favor the pirate; there are plenty of examples here on the forums. Other than that they really enjoy the carebears; usually they are fairly valuable poorly defended targets and they even like hearing them shout in local after a kill.
IÆm not saying low sec the way it is is necessarily a bad thing; many 0.0 alliances enjoy some margin of security they gain from the buffer between the easy access high sec and their own space. And there are some smaller corps that try to make a go in low sec... usually they end up being recruited by a 0.0 alliance and moving out to a location where more strength and support are offered. The trade off is that they must always be on guard and ready to protect their 0.0 space from encroachment by the low sec anarchists.

I love low security space. The sec hits for ship destruction are so low you can literally rat you status to higher than it was before the gank if you have enough rats in the belts after you dispatch the poor bastage. Just refrain from any podding and you can kill all day long and still look like a harmless mission runner with high concord standings. As far as the rewards? Well nothing short of secure 0.0 space can compete with level 4 mission income so its moar of a place to just have fun with decent isk earnings unless of course you are scanning out low sec wh. Those tend to lead to the good stuff that is still within the reach of a multiple account player or very small corp.

Would depend on the carebear. Many carebears do so out of practicality (No reason to enter lowsec). Others are averse to risk, but are smart/careful enough to avoid danger if they have to. There are a few who are just stupid and cannot learn, however.

lowsec is more dangerous than you think in some places, and not as scary in others.
places like egghelende, you are not safe at any time.
Places like hofjagljund (can't rremember how to spell it, but it's something like that), you could probably go afk at a moon and might survive for a couple hours.

CONCORD should be nowhere outside of high sec. EVER.
I fully agree, however it would make things a lot more interesting, and pull in more people to lowsec if there was some form of protection.
Maybe use LPs to buy a period of protection where the the NPC sovereignty holder's navy will respond in a similar manner to Concord (but not total ownage that concord represents). Same with NPC held 0.0.
This will give the mission runners some peace of mind while still allowing for pirate activity.

I have been doing lots of business there over the 6 years I have been playing. I have lost less ships that I can count on one hand and only been podkilled once. After a while you learn the ropes and you are pretty much free to do whatever you want. I have both transported a freighter through low sec and been doing all my blueprint research there, even on tech 2 originals.
Also, while warp to zero helped a lot it is actually Factional Warfare that has improved security against random gate camps the most. Thank you Factional Warfare. ---------------- Mr. Science & Trade Institute

Why are the pirates are moaning about carebears all the time? They are not whining about carebears per se. They are whining about carebears who would like to introduce changes to the game to make it more safe. You see for a pirate the ultimate fun in the game is when that other ship on overview explodes or when a nice ransom sum is paid. Pirates don't want to grind rats or mine veldspar and many would like to just support their pvp, well, through pvp. If you introduce changes that make it harder for pirates to kill others, this means game becomes less interesting for them (because they have to 'grind' harder for kills) and also make them more poor.
Is it really that bad to avoid fighting and just want a quiet life? No, but to be 100% safe goes against the spirit of this game.
Is low-sec as bad as everyone makes out, and how dangerous is it to live there? Not dangerous at all if you understand the game mechanics and know the locals.
Will all high sec carebears shrivel and die if they enter low-sec? Most will. Others will play EVE forever instead of quitting it in 5-6 months of intense missioning or veldspar excavation through which many typical carebears slowly bore themselves out of the game.

So I head off to FD-MLJ where i know there are always honourable pirates hanging around. Not truly low-sec, i know - but it should find me some of this AWESOME PVP action that the 'non carebears' are always going on about.
I get to PF-346, infamous in it's camping, being one of the busiest entrances into Fountain / ORE. And... it's empty. I take some advice that i read on the forums, flying to planets and scanning out the stargates with the directional scanner to check for bubbles before warping to them etc. and got through to FD-MLJ without a hitch. Which is where it all went downhill.
I jump in to FD-MLJ and my sensors instantly discover a gate-camp.
I warp out to a planet safe, and wait around for someone to follow me, hoping to take down a couple of the frigates before succumbing to their fire. I wait for about 5 minutes before realising i'm not making myself a tempting enough target, so i warp directly to the next gate, where i know there is a bubble.
I get pulled out of warp, and instantly locked and webbed. I was expecting this, so i target them back and start to orbit them (forgetting to turn on my Damage Control). As I do, i see i'm getting warp scrambled by another ship that has just turned up... A Brutix.
These pirates obviously aren't used to things fighting back, as I get a 'WTF?!' in my local chat. And two more ships warp in. A Rapier, Rifter, Sabre AND Brutix are now firing at me. Talk about over-kill!!
My ship is a hard little nugget, but the combined fire of 4 ships is enough to take it down. After a minute of taking a beating, my ship gives up it's life to save mine, with little success as my pod is targeted and popped.
I wake up back in Oursulaert with a headache, 3M insurance in my wallet, and with a shrug, i turn to the market, and order another Enyo.
This carebear isn't done yet!!
PS (Looking back, taking 10,000 rounds of Void S may have been a little overkill.... Lol)

Sometimes pirates place bait contracts for good stuff, to attract targets. IF you manage to escape with the goods, you can get a nice profit for little work.
I rarely go out of High Sec myself, but sometimes I do go to low sec and take those contracts with an alt. Then, unless I see an opening, I check local like mad to learn their logging habits, and then haul the stuff out when the chances of being engaged are small.

in my opinion, low sec is, on the whole relatively safe - the only places that can really get treacherous are the borders between high sec and low sec and between low sec and 0 sec.
otherwise I would rather there are more ppl in low sec - it can get kind of boring when u go from belt to belt, system to system finding nothing.
I think the main reason is the fear that new players have of pod killing - I never do it myself (admittedly i can be too sentimental lol), but I dont mind when it happens to me - after all, u can get jump clones
I think more ppl would go in pvp if u put the jump clone standing requirement from 8 to 6 or maybe even as low as 4
all that being said I have nothing against keeping to the high sec - esp if u want to make money. However, I personally beleive that the purpose of lvl 4 missions in high sec is to make enough money so u can spend it on pvp ships and equipment.
as a tip - avoid the gates completely, and check the local. if there is a bunch of ppl with red skull from same corp go to a different system. find a system with a couple of ppl and then rat the belts till some1 shows up. then fight them and try to pop them. also, always fit a scrambler - better than disruptor and stops mwd - I also use ab for frig myself
another thing to avoid is cruisers fitted with small turrets - I almost attacked one in a system but i noticed a t2 frig wreck nearby and the small pulse lasers lol.

It was mentioned earlier, but i'll bring it up again. A taranis, or an ishkur would be a much better choice for pirating. Another thing you need to keep in mind is, as a frigate sized ship speed is your friend. You'll be much harder to hit going to break neck speeds. Faction anti-matter may help you a bit, but all in all void will probably work. You may even want to consider moving up to cruisers instead of the AF. A vexor is a wonderful solo pvp ship, getting a buffer tank of over 20k ehp.

Fact: survival in lowsec is 99% about running away, or picking your fights. Industrialism is an epic failure in lowsec because the goal is to defend your space, not to have to keep moving 24/7. But the thing is, pirates are MUCH better equipped than you. If you try to stake out a system for your little mining ops and "defend it", you will die, because the pirates are simply looking for a fight.
But no, lowsec is not a bad place to live at all. Because if you're smart and fast, you can avoid dying with relative ease. Don't listen to the idiot carebears talking about how every gate in is camped, and it's an instant death trap. That's 0.0 you're thinking of.
