Actually, the RKK policy is NOT to engage in ANY conflict between corps who have us at +10. If such a conflict comes while you're in a gang, leave the gang.
If they actively fire on a RKK member, that changes the rules of course.

ATUK pilot was solo when he was attacked. SA came in after he went down.

Ya know, I think the reason Celes are so unpopular on the forums is simply that they are really really bad forum posters.

I haven't read everything in this post. I can provide some input, I think, considering I was involved in some of the early incidents leading up to this.
1) Your very leaders - one of the 4 High Council of Stain Alliance, no less, indicated Catch was NOT a warzone and neutrals would NOT be engaged. This post controverts your top leadership.
2) After several stain pilots killed off a few of our assault frigs (Cowboy and I) in an incident we determined was friendly fire (HED-GP) Stain pilots indicated they didn't know we were "friendly." Killing neutrals (not just n00b corp spies or known enemies) is piracy in it's most common form.
3) Celestial Apocalypse and Stain had been friends for ages until several incidents of _stain_ firing on Celestial Apocalypse, not vice versa. Most suprising considering Stain has been helping Celestial Apocalypse with low-cost ships for months.
4) Even after things had descalated a bit, some junior Stain members have continued belligerent, sophomoric smack-talk which only exacerbates the issues.
5) Stain leadership indicates the issues in "The Corridor" were regrettable and due to miscommunication - they even compensated me @ 30M for the loss of my assault frig. Mea culpa controverted here once more.
6) "The Corridor" is not just a means of getting from empire to Stain space or CA space. There are plenty of relatively new folks that are looking npc hunt (500-1M ISK bloods in A2, T8H, HED-GP etc) or mine (crokite etc - stuff that can't be mined in empire) or just explore (there are plenty of points of interest in the corridor.) Slaughtering people in "The Corridor" is an act of piracy.

If I or our fleet captains suspect someone is a spy - jumping in and not moving on, n00b corp pilot in a n00b ship with 0 standing to anyone, remaining near our fleet or within scan distance of our fleet - we WARN them to move on.
