Ladies and Gentlemen.
As part of the Campaign, we've decided to take time out from our busy schedules to give a little back to our precious Federation. Therefore, I've asked my campaign staff to setup a little trash-cleaning excursion, and invite everyone to come along for the fun.
Location: Orbit around Caldari Prime, Luminaire
Date: 19 September
Time: From 2000 hrs. till the job is done.
Now, the trash seems to be quite chunky, and we'll have to blast it apart first. So bring a high-powered ship, and lots of ammo.
This invitation is, of course, extended to our Matari bretheren, who I know love having a good time and taking out the garbage as much as we do.

Ethan, you know very well that the Leviathan cannot activate it's weapons so close to the surface of Caldari Prime. If they did, the surface would be rendered uninhabitable for generations.

Actually Ethan, I, with a bunch of others engaged the Titan and it's escort once before. Goonfleet and a few other groups have done the same, with holovids of the engagements wandering about.
The escort is pretty pathetic, they can't sneak that many ships in. It's breaking the tank of the Titan itself that is the issue.

Allow me to echo Ethan's scorn, and add a heaping helping of my own.
Point the first: that Leviathan is not there to threaten Caldari Prime. It's there to threaten Luminaire and, no doubt, to provide fleet-nullification services should they be needed. That being the case, what in all the worlds gives you the impression that Caldari high command would have been so stupid as to place it within range of the planetary atmosphere?
Do you actually think the Caldari naval authorities will think twice about causing some high tides on Caldari Prime if the Leviathan is actually in danger from a pack of capsuleer-flown battleships?
Point the second: that Leviathan, positioned as it is to threaten Luminaire, does (by some funny coincidence) THREATEN LUMINAIRE. By doing this, you effectively call Heth's bluff, daring him to actually use the weapon he risked so much to put into place. If, by some strange chance, the result is a real threat to the Leviathan-- particularly if the Federation attempts to capitalize on your showboating by making a serious attempt to destroy the Leviathan and retake Caldari Prime (a tempting option, no doubt)-- you'll have invited the functional destruction of the Gallente homeworld.
The result would be the escalation to all-out war you and Heth both seem to want. So, good job there.
So-- may your plans fizzle. May you take a few ineffective but highly symbolic shots at the Leviathan, demonstrate your gung-ho credentials, and go home with your chest puffed out like a pigeon in mating season. I half suspect that's what you're planning on, anyway.
If you make a real go of this, however, may every circumstance conspire against you. May the Federal Navy show the better part of valor, may your fleet meet sterner resistance from the escort than expected, and, failing that, may the Oblivion device sweep your ships and pods from the face of New Eden, with every hand lost.
And may your dementia lapse just long enough for the sheer weight of the lives you will have expended in that symbolic gesture to come crashing down on your head in the cloning vat, Jonny Damordred.

Aria not to dispute your thrust, but....
I find it hard to believe that a doomsday would have any major affect on Luminair at all. Its a 250km area burst of energy. At the most it might cause a minor weather phenomenon. A planet is a large, large object and there is more than enough air mass to dissipate the energy imparted to the planet to render a doomsday ineffective.
edit: now if all that energy where focused on a single point... that could be affective against planetary targets.

Would that you were right about this.
This may have happened while you were in academy, off in deep nullsec, or otherwise out of touch, but a doomsday device has been used on a planet before, and one in Gallente territory, at that.
You may remember Natalcya Katla proposing that someone give Intaki a "Reschard sunrise." The reference was to the use of an Amarrian doomsday device by an unknown party on a colony world in the Reschard system. The result was atmospheric disruption on such a scale that it was months before dropships could even touch down to rescue the survivors.
That weapon was predominantly electromagnetic in its effect. The Oblivion device is kinetic, based, if I remember, on gravitational manipulation. In other words, its effect on a planetary atmosphere would be a bit more overtly physical and no less destructive.
Probably a good bit more.
Just having a titan in close orbit is enough to cause destructively high tides. Imagine, if you will, what a gravitational flux device will do.
Remember, nobody's saying Luminaire would suffer Seyllin I's fate. The question is whether it can be rendered uninhabitable, and the simple answer is a clear "yes."
