So, (and this is serf's parma, I am new and gallente) if the Minmatar would have a bit more focus on the shields (balancing shield and armor races) and the CPU cost of Shield transporters would lower (maybe lowering range or amount for balancing, maybe better amount so as to still be able to rep the faster Minmatar ships), the problem would be solved?
You'd get two types of gangs, shield and armor rep, but that promotes diversity a bit.
That said, maybe it is best that less Caldari and Minmatar ships are flown, the first are steel origami, the latter are wire and ducttape contraptions. 
(Insert jokes about toddler clay projects for the Gallente and Banana fetish for the Amarr ships)

Though not as effective as homogeneous fleets on paper, I'm pretty sure they could do well at the BIG fleet level.
Honestly, in a 100 vs 100 fleet battle, do you really think that the primary target get its 100 mates to remote him ? I doubt it. In a 50 shield and 50 armor fleet (2 wings, one of each), I don't think remote will be really bad compared to an unmixed fleet, provided you organize a little so that shield tankers/reppers fly close, and so does rr ships pilots.
Besides, it would allow anyone to fly and fit the ship the way they are more effective with.

Insightful post. Nice to see actual PvPers weigh in. Perhaps the OP believes EVE may EVOLVE and was hoping the Caldari race might evolve also.

I agree with xxxak except for the part where he insults 99% of the posters .
Maybe we can find the solution to the problem (Caldari BS don't fit into rr armor gangs) by imagining what a Caldari Tech III BS might be like.
If the races are at war perhaps they might steal each others technology. This makes sense and New Eden has been at war for a while. To use recent warfare examples the Allies might have fielded jet aircraft or the Japanese may have developed an atomic bomb.
So the Caldari might learn to effectively armor tank and create a hybrid BS that would be like a BS class Sacrilege for example.
Maybe the Caldari could design a ship around a new module, and area of effect POS like shield that reenforces the fleets shields significantly, effectively reducing incoming DPS. That would be a nice support role.
Insert your wild idea here for your own race's tech III BS.
Bottom line is as of now if you are Caldari and want to PvP at the BS level you must crosstrain. BS warefare I think is going to become more important in the coming years to support Cap ship battles, etc.
It should be possible for a character to remain "pure" Caldari and get in on this action.
So again I think the OP has a point.

There shouldn't be RR battle ships in the first place. Any decent fleet should fly with logistics ships.

Your post probably didn't garner many replies because it is so obviously wrong.
There is no such heavy fitting penalty to large remote armor repairers and they are just as effective as large remote shield transfers.
LST's are no more effective than LRAR's, and thus shouldn't have crippingly higher fitting costs.
If anything, Shield RR needs to be *better* than armor RR because of the built in bias towards armor RR since most BS tank armor, and also because the armor BS have more tanking slots than the shield BS.
You obviously have no clue.
