I remember some belts in a system I am in had Kernite ore, but then I checked again and it was gone. Well now I'm wondering do they repawn all at once at a certain time (like during the downtime), or do they respawn individually depending on how long ago they were mined up?

Asteroids respawn at downtime. Some respawn daily, others only twice a week; which days those are seem to vary on the area/region.

I don't know if i am correct , but it seems to me when they respawn, the belt looks miserable with nothing but little rocks but if you leave it unmined after a few days, they grow into big healthy rocks , ready to be mined .
I could be wrong but thats the impression i got in the region i m usually hang out.

A belt gets X amount of ore inserted to it. There is a max number of asteroids. So if you wait ore will be inserted into exisiting asteroids instead of new ones forming and they will grow.
In deep 0.0 where no one ever comes truly gigantic asteroids can be found as they are never mined.

veldspar, scordite and the other regular high sec ateroids respawn every day with downtime.
they are just small roids, but will grow bigger with each downtime if they aren't mined.
Kernite and the other not so common high sec asteroids only respawn twice per week. they respawn on tuesdays and fridays, atleast according the rumours

The way I understood it they re-spawn after downtime. But some areas, like certain high-sec systems they get mined out so fast that it seems like nothing re-spawned.
