For Tier I BSs, the Dominix is probably the best miner, as it can fit 6 Miner IIs and a full armour tank without a single module to boost CPU/PG. Though the Arma has a potential 7th Miner II point, it needs a lot of Coprocessors to make them fit.  The Domi also has a huge drone bay and with the bonus to drone control you can have 8 Basic Mining Drones (about the same as a Miner II with average skills) *and* a few more for defense simultaneously 
Alternatively, the Retreiver is a 10m alternative that can outmine the best Mining cruiser at similar skill lvls, and the Coveter at 40m, which if you are willing to train the pre-requisites, can outmine even the Apoc by about 25-30% with the same skills, and by about 40-50% with the T2 strip miners and appropriate mining crystals (don't think they're available yet though). Without crystals the standard strip miner is better than it's T2 equivalent...in keeping with CCPs new take on T2 items being the same or worse than their standard counterparts
