The idea was that there are a bunch of ships that aren't getting used, for Minmatar it's the Scythe and Bellicose. And I don't see all that many Augurors around. Ships that might see a couple of days worth of action before you never or rarely return to them. Now, I think it'd be really interesting to see what CCP would come up with if they decided to re-design the tech-1 hulls; but I would like to open the floor up to discussing another way of changing "stepping stone-ships" into stones you can cave in a skull with.
What if tech-1 hulls had an additional bonus that isn't a prereq for flying the ship?
So Bellicose for example would keep the prereqs and bonuses it currently has, but also have; Sharpshooter Skill Bonus: 10% Medium Projectile Turret optimal range.
The bonus could be something other than a straight "bonus for skill levels-deal" I suppose. Weapon Upgrades IV gives you an increase in hardpoints, Drones V a larger dronebay, Something else might grant a smaller sig radius, or whatever.
The main thing is to give players an incentive to return to ships that are today considered to be "lower tier" while still allowing low-SP players to fly them.
So my question to all of you; what would be the consequences? Too hard to balance? An informational nightmare for new players? Power creep? Not enough? Just Plain Stupid?

Most ships have their uses, just alot of people overlook them and tend to think that instead of having a ship specialzed the way its meant to be, they try to use a more combat capable ship to fill in the support role.

Main downside is that it's power creep that favours high skill players and that's not the greatest thing. New players are far enough behind old players anyway, not sure it's really necessary.

I can see this work. Lower powered ships are used only for a short time, and a long term bonus that makes them more viable after a month or two might add to the diversity.
