/me looks at his few dozen solo kills in a dual rep/injector ishtar and shrugs.
Not denying it has it faults, but it certainly works great against certain solo targets. Any ishtar fitted any other way comes to mind

But with a cap injector you can make a mistake and maybe get out.
Curse would be the one you would stay away from. I also have an alt that is in a pilgrim that might help If I can alpha neut him before he gets me.
Also scanning is a key feature in this setup :)
Not saying the dual rep is not a good one, but if you get blobbed you will not be able to get out, and if a nano ishtar gets your, How can you even catch him?
I mean you will be able to kill his drones but not him. Unless he was stupid and got into scramb/web range.

Actual PvP pilot speaks. Nice.
The ships you fight in eve are not all perfectly fit with all lvl 5 skills and smart pilots. You win some and you lose some.
You get the idea that if you undock with a poorly set up ship (like the Gods of Eve judge you at undock) your ship will automatically explode if you are UNWORTHY.

But you will probably lose a lot less ships if you have it nano'ed :).

You can kill poorly flown/fit ships, sure - but tbh, throwing a HAC at people hoping they're not properly fit/flown sounds like a recipe for expensive lossmails.
A poor fit is a poor fit even if it works sometimes.

I was flying a HAM Drake through 0.0 just trying to get back to Empire and was tackled by some random BC set up for ratting/salvaging but still had a point.
I don't know if his fit was bad. He just made a bad assumption that I was PVE Drake.
Fits in EvE are situational.

Ya I do not see the points of putting in hacs in to med neut range/scramble range. You cut off what they are suppose to be doing better then BC's and Bs's.
Not to mention the using a active tank is asking for trouble, Specially if you flying solo, because 90% of the time, the guy you fight will either have an alt or 3-4 gangmates 1 jump out.

I think there are many decent Ishtar fits that work I quite like the dual rep one as it can tank a bit of DPS but there is nothing stopping it from kiting you can fit a scram and a 24k in the mids if you so wish over all like most Gallente drone boats its very flexible which is one of the reasons its so good.

true, but with the nano nerf, how big of a issue is sig now, is two LSE and 2 shield resist rigs more harm then good? or is 1 LSE 1 shield resist rig the better way to go, with a invul shield in replace of the LSE and something else in the extra rig slot?

You got 32,152 EHP, 2413 with LG Snakes, add in a 3% for agility. 6.4 s Align time.
Still not the fastest ship, but it will murder small ships with the double neut setup, so hopefully if you get in a jam, you can just neut them fast.
cap is stable at 55% with 1 neut, but you arent really trying to get into neut range.(lasts 2m with 2 neuts running) Using cap booster 400's, you will not be using your neuts much, You could also put on Small AC's as well. MWD can pretty much insta run for a long time.
this setup gives you options. Allows you to break active tanks by going in neut if they are neutless, or kiting fairly well, Drone int V and combat Drone V with HAS V will have plenty of options and your War t2's will eat ints/ishkurs fast along with the neuts
Basically if a blob comes pull out 100km from them, if they have something fast enough, kill him or scare him.
lowest resist is EM which is 58 %, if you really want to go all out, get a dread invul shield t2, and get all your shield resist skills to V my are all IV. but I am thinking of getting EM to V.
Very Pricey and you can downgrade of of course, but it will not look as pimp :).
Think the one thing that is a must that is pricey is the Dark blood( or domination WD) to stay out of hvy neut range.
Thing to watch out for, would be curses, arazu's,rapiers, int gangs( but u should melt them) that have support.
Advice on this setup?

Nano ishtar's are very viable. You don't need to be very fast just faster than anything that can kill you. 1800 base is enough for me, overloaded MWD gets you out of most tight spots. With neuts and the lights it shreds frigates of all types. It is much more effective with T2 sentries rather than heavy's too, with only heavys it can be pretty lack lustre as they can't keep up with unwebbed targets and are easily killed if you are kiting.
The downsides are that missile boats, particularly drakes (if they are smart enough to use EM. 2 L-extender ishtar has a 200ish dps passive tank on kinetic) tear through you very fast. Lasers can be tricky too with huge range and damage type.
You also need a Tracking Disruptor, imo anyway. I have tried it without one and couldn't really kill anything equal or bigger sized. You need the TD to be able to out range large blasters and auto cannons. Against large lasers you have to use a tracking script and orbit as close as you can without being webbed/scramed.

you know that shield resist skills are only in effect when a passive module is used, inactive modules like invuls and passive hardeners. Not DCU and not online and working active hardeners.

ishtar excels as a shield tanked pve ship where it can tank level 4's with ease and passive hardner tank level 5's with careful agro or friends.
for pretty much all else (except where it can't go due to size) there is the dominix.
only viable pvp use i can think of is as a bait ship because when i see one my first though isn't oh noes dual rep ishtar of my doom its nom nom nom.

td is kind of needed, but I have an alt in a pilgrim usually or curse, that will have 2-3 'td depending if I fit tackle on him or not.
And I agree drake passive tanked, will be the biggest problem.
But I am also working on a sniper setup with my ishtar with my pilgrim tackler.
but for most big guns, I doubt they will be able to track the ishtar. Td is not really needed .

You sure about the Em shield resist skills not effect the shield? because when I put it to V might emo resist raised to 12.5% from 10 %.
You might be thinking of armor comp, or eft is wrong.
