A smart CCP would put 50% of ice mines in LOW SEC, maybe actually have something worth while to do in lowsec, you know somethat is profitable that will draw PVP. Always nice to have all eve somewhat populated instead of 1 part highly populated.

I would imagine best way to make sure you get cynabal to engage and bait him is with 1-2 assault frigs as bait, yes they will most likely die, and a loki. So have your alt in a tanked out af that has some speed on him, get scramb/web enough time ...
