The idea is that the bank founders already have a huge value in productive BPOs. They then lock these down jointly so no 1 person can do a runner. These locked down BPOs are then the security for depositors.
However, the fundamental idea of borrowing money to lend at a higher rate still seems flawed in Eve.

Agreed.
Any bank would already have to be founded by a trusted group anyway. Adding another layer of complexity actually makes the whole enterprise less secure and less stable.
The security is actually the easy part anyway. First figure out how a bank can consistently make a profit that's actually worth the effort of running it.

A secure model has not been found. The major source of losses has been lack of security. Every bank in existence lacks security and invites scamming.
There is no alternative but to build a bank on secure transactions. There is only one thing that can be used securely - BPOs.
If you want a secure bank, it is BPOs or nothing. It's that simple.
I was referring to the extra institution, not the locking of BPOs.
