 It's from the same source that every other patch has come from, check the patch page and the official download links for previous patches.

to people asking about this patch i have already used it and seems to be fine when i boot up the game just get the not accepting connections message
oh and as for size it is 499mb

If you have sense you won't download the patch even when it is first officially released let alone 8 hours early.
Give it a few hours after or better still wait until after the first DT that way all the other dudes get to spot all the problems and CCP get to fix them. Then you'll also have nothing to moan about.
Remember boot.ini ????

Using that logic people might as well wait till after the first month just in case there are any problems or whatever.
The file or that link goes to the currently listed patch file, whether it changes or not between now & when the server comes back up I doubt even CCP would know ATM, but seeing as people should always have a backup of their current client version before patching anyway IF it does turn out to be the wrong file then no real problem just copy the old files over, IF it turns out to be the one they use bonus as you now won't get bogged down when the server gets loaded up a bit later on.
Also I think Chribba's post/remark was meant to be sarcastic as the versions match up. Either way wait if you want to download it if you want to, won't make much difference anyway to those that have decent internet connections as only takes 5 or so minutes to download.....

when do you calculate will be deployed and downlodable from ingame?? - like trying to log in and a box pops up and says "hey download this patch..."
for example: within 1-2 hours, within 12-18 hours, within 3-5 days...

OP's first post did not match up the current TQ version, hence my remark, and tbh I'm pretty sure the version will change again
Worst thing (speaking from experience) is downloading the "unannounced" patch, applying it, only to have CCP making a new - and since the unannounced one was unannounced there won't be a patch to upgrade that to final -> fresh install needed (unless you saved your folder before you applied the unannounced one).
Each one to their own ofc.

I'd say there's still a good chance of last-minute fixes being added. Though, I never actually checked in the past if the Sisi version ended up being the same as the TQ version on release day.
