It would probably be helpful if everyone with this issue were to submit a bug report. Bug is already open but more reports would likely speed up the process. Two easy steps:
1. Collect log and dxdiag data and zip it up (last two items): https://bugs.eve-online.com/help.asp

Except for EVE Voice not working on Windows 7 x32, I noticed another problem:
On Windows 7 the play list on the JUKEBOX is empty and I cant play any music.
Meanwhile, for the same EVE installation when I run the game through Windows XP the JUKEBOX has all the tracks listed and the music plays as intended.

Currently having same problem. Worked fine before Dominion and the latest patch. Didn't get a chance to test between the 2 though.

No voice on Windows 7 Ultimate 32 bit here as well since the dominion expansion. After rebooting I got into voice, and that was the last time I did. Now it just won't connect to the voice servers. Tried with the windows firewall off too.. no cigar..

No voice here either. It kills me. Im running Windows 7 Professional. To date I have cleared my cache, reset my connection, reinstalled Eve, all to no effect. Filed a bug report, they asked me to update my sound drivers, did that too. Wish I hadnt, cause it screwed with all my settings but nothing is wrong on my end. Except apparently, im running windows 7.
Well hopefully they fix it soon. Its an awfully quiet universe.

Windows 7 x64. I can connect to eve voice and hear people fine, but the talk key will not work with eve (no matter what key I set it to, all do not work). I press the talk key, but eve voice will not activate and accept mic input like it should when the key is pressed (no audio icon turning red). So I cannot use my mic and talk with eve voice, only listen currently. Hope to see a bug fix soon.

I have been doing some research, and this problem seems to be an audio driver/codec issue between Windows 7 and the EVE Voice(Vivox) service.
Most 'Windows 7' audio drivers are, in fact, rehashed Windows Vista audio drivers. This is because most computer hardware manufacturers are incredibly lazy. That being said, the drivers still worked (for the most part) with Apocryphia, because EVE Voice was still using older, more supported audio codecs.
Something tells me that CCP changed EVE Voice's audio codecs for Dominion, possibly to add better voice mapping and HD audio support. Unfortunately, not everybody might have the proper codecs installed, and very few audio hardware manufacturers have released 'official' Windows 7 drivers(as opposed to rehashed Vista ones).
If you are having issues with EVE Voice, I suggest you download and install the latest ffdshow codec pack. If that does not work for you, try some other popular codec packs, like CCCP or K-Lite.
I also suggest you try installing the latest audio drivers. I know this sounds incredibly textbook, but Windows 7 was just released in October, and alot of the drivers out there are total junk. Try searching support forums far and wide for new audio drivers. Try to get some beta drivers if you have to.
And to CCP, please get your act together and fix this ASAP. Roll back your codec changes if you have to. Just because the Creative X-FI Soundblaster inside your test machine worked flawlessly, doesn't mean the integrated audio chipsets on 90% of all other consumer PCs will work the same way.
By the way, I am using Windows 7 Ultimate x64, on an HP Pavilion dv2990nr notebook, with a Conexant HD-Audio chipset. Latest ffdshow codecs installed.

Cristopher, I currently think it can be a problen with the proccess but the problem is within the EVE Client, since for me other programmes using the Vivox Voice Software are working as intended.

iam not sure ffdshow *WOULD help.
1) i run klite/ffdshow anyway 2) i noticed that since win7, its much harder "to switch codecs" around. for k-lite codec pack as example there is a "win/DSFiltertweak.exe" to manualy swtich/override codecs.
but still, iam not sure this helps solve the issue since as the above Poster already said, hes using other Vivox Voip Programs and myself is using Command&Conquer 4 Beta moe or less and it HAS working voice.
Also,Voip/vivox *DID* work for me on Sisi a bit ago when i tested it. (my eve voice "broke" about the time i switched from xp to win 7 i THINK. My buddy uses win7 and his voice DID work at this time still btu got broken with dominion release)

I am going by the advise of an earlier poster, who fixed his EVE Voice by updating to the *LATEST* ffdshow codecs. I updated my ffdshow codecs a well, and managed to fix one of my machines, but not the other(running the exact same Windows 7 build).
This isn't just a "Windows 7 doesn't work" issue, because other people have it working under Windows 7, and so do I.
Not to mention, those that DO have problems using Windows 7, experience different symptoms, including the game crashing. This is most certainly caused by driver issues.
But why would your audio drivers work in Apocryphia, and not Dominion? CCP must have changed something. I don't know what 'it' is, but I suspect they are utilizing the audio hardware differently, or at least more of it, possibly to support HD voice codecs and voice mapping.
That's not to say CCP is off the hook. It's likely a combination of crappy audio drivers, and even crappier QA testing of the eve voice changes.

i installed "for fun" the latest ffdshow codecs, but of course it didnt changed a bit.
what OS are you using who those that "fixed" it? i guess not win7/vista ?

theres the official response off the dev team. this issue seems to be all across the windows7 platform. And seems to be bigger that just i methord to fix. i have tried the usual things to remedy like update codex's, opening ports for vivox , but no luck for me. i hope someone gets a fix for this soon

It does work, however makes the game unplayable.. Unless you manage everything from inside a station.. Cause undocking makes it, how can I put this, ****ed up

Same problem me no eve voice. Admin rights not help codec not help. Im running windows 2008 R2 x64 and Xfi Extrime music.
CCP like to take money for play, but not any official answer about the problem or any help for fix the problem.

According to the patchnotes for the upcoming patch on Tuesday, CCP hasn't even attempted to address this issue.
What is going on with EVE Voice? Can we please get an update?
Please don't forward us to [email protected], they don't understand the situation, and are useless to talk to. This isn't a Vivox problem, this isn't your customers problem, this is an EVE problem. Dominion broke EVE Voice on many Windows 7 machines.
Please CCP, if you are reading this thread, give us an update. Your customers are willing to help you guys reproduce and fix this bug!

Dominion - Win7 x32 dont work eve-voice. Apocripha - win7 x32 work eve-voice - but some time litlle problem (not initialize the device, ie I do not see the echo test). Dominion test servet - win7 x32 work eve-voice

I'm afraid it's not a problem only for Win 7. EVE voice is not working on my Win XP system as well. CCP replied to my petition asking me to debug and vaguely mentioned that the problem will be addressed in the next patch (although in the patch notes for tomorrow's patch there is no mention about the problem).
Apart from this problem I have the impression that Dominion is the "buggiest" expansion ever...

Confirmed that running EVE under Windows 98/ME compatibility mode fixes the voice issue.. while also making your client run lag like hell.
If you can afford to run dual-accounts, you can play on your main while using an alt for voice chat. It sucks, but it works. better than nothing.
This also further confirms my suspicions that this is a driver related issue. Win 98/ME compatibility mode adds a virtual layer to some audio hardware features that weren't supported before Windows XP, forcing some hardware calls to be handled a certain way. Windows 7 handles audio hardware a little differently than Vista, and CCP might have broken something.
