Actually thats quite an interesting idea, why not change insurance a bit?
Change it so that...
You can only take insurance out on "civilian ships" like industrials and miners. I doubt that many armed forces insure their tanks, do they?
New players can have it on every ship type for a limited period, say.. 6 months? After that you're in the same boat as everyone else.
Oh and a few changes to 0.0 would be nice too. Like get rid of local altogether, unless you're in a home or ally sov system and there's a module up. Or even pass it on to a gang link style ship mod? A dedicated intel ship?

Interesting idea, though the military (in eve) uses "Industrials" as well as other ships that you would claim would be "civilian".

I guess you might need to alter some of the ships a bit, perhaps prevent industrial ships from fitting offensive mods somehow. But its doable and would be helpful in a meaningful way for newbies. Perhaps I'll re-post this in the suggestions forum a bit later and see what ppl think.
