I would rather just have an escrow search system and a safe way to trade labs; this would get around most scams. That would have the same affect as making it "illegel"
Scamming is more of an inconvenience than a big problem. It just fills up escrow and wastes players time. If you get scammed, it is completely your fault (Buyer Beware).
Auction your items for isk, works sort of like ebay. |

Also: You get a frigging window that TELLS YOU WHAT YOU'RE GETTING, even IF you don't inspect your escrow, which you should do regardless.
Also, if you're talking about Market scams that use a pile of 1's to make the number shorter in length but in fact are at a ridiculous price, just pay attention to what you're doing.

i only scammed myself by switching the numbers for price and quantity on a trit buy order...and gratulated the seller fulfilling it before i could correct the mistake 
no police, no summons, no courts of law;
no proper procedure, no rules of war;
no mitigating circumstance;
no lawyers fees, no second chance! |

Neways, scamming is easy to avoid. It would be good to somehow 'filter out' scams, because they are utterly cluttering up the escrow. It would be much easier to find what you want if there weren't all these scams just doing nothing but getting in the way. I have got no clue how you could possibly 'filter' scams, but a search escrow function would be very, very useful.
(And the trading system for Lab/Factory slots ofcourse.)

2. peoploe below a certain escrow rating
cause theres too much junk forcing real escrows off the listing

I don't know how often CCP has said that scamming IS and WILL CONTINUE to be a part of the EVE universe, so sorry this "petition" of yours is pointless.
Sure scamming is way too easy right now, but it's also really easy to spot.
What EVE needs is a sort of contract system, you know official docs and stuff, might even spice up the trade. Who knows what Shiva will bring though, like Wrangler said the black market system is supposed to change something

I played for over a year before being scammed, but it finaly happened and I'm now a proud owner of a 10mill shuttle. This happened cos at the time I was very tired, in a hurry and not paying attention. My fault pure and simple. Sure I was a bit angry at first, not at the scammer, but at myself, though not for long. In fact, when I found out that the seller used his main (pirate) character in sted of an alt the little anger I had for him dissapeared.
Scamming (and being scammed) is part of Eve. Just like gate camping is. The more you remove it the less of a "surprise factor" you have in the game and the blander it gets. Now I can buy stuff off the market without having to pay attention since if I attempt to buy something at inflated prices I get a warning box. I can also jump through 0.4-0.1 systems hardly without worry since gate camping there is all but gone. It makes Eve a tad less interesting.
On a final note, how would you discriminate agains scams and rippoffs? For example with shuttles: Is a 20k shuttle a scam or someone trying to make an increased profit? What about 50k? 100k? 1mill? Where do you draw the line?

Read what you are buying. If it is too good to be true it probably is. Even if it seems normal read what you are buying. I have sold shuttles for 5 million I hold the isk for one month then give the isk back. It's hilarious you should try it.

There is no accountability - i could log in now and make 2 alts, and set up 50 scams on each one, and nobody would know who was actually responsible...
