I would rather just have an escrow search system and a safe way to trade labs; this would get around most scams. That would have the same affect as making it "illegel"
Scamming is more of an inconvenience than a big problem. It just fills up escrow and wastes players time. If you get scammed, it is completely your fault (Buyer Beware).
Auction your items for isk, works sort of like ebay. |

There really should be a system for trading/selling lab/factory/office slots, however. That's about the only way I can see that someone could potentially get scammed. Of course, if you're willing to hand over your money before the goods are "in you hands," that's sorta your problem, too. I'd love to have just 1 stinkin' lab, but I'm not willing to pay up-front for it and just trust the other person.
So in short, always "inspect merchandise" before you buy something on escrow, and never pay for something before it's delivered. Remember these 2 things and I promise you'll never ever ever be scammed again.

Removing the ability to scam people would cripple most of the goods exchange systems in the game, which would leave the market in a terribly dull state. Also, the amount of work that would have to go into it to make buying/selling stuff idiot proof, is unrealistic, and unnecessary.
players being more careful takes a lot less effort, and doesn't break anything.
Edit: a system to replace the bounty system will be coming in soonÖ Just write down the names and wait.
