I somehow doubt all the people who control the gate and own the gate would appreciate some nubby pirates "Scrambling" jump gates.
Oh, heres an idea then. Lets say you "scramble the gate". You then have a 5 minute head start to start running away from a navy gank squad b ecause you just ****ed them off!
There, great idea!

I actually had a simmilar idea once, but I was thinking more along the lines of:
High Slot Jump gate scrambler Scramble strength 1 PG 10000 CPU 600 energy need 50 cap/s
And you need 4 (or 5,6,7..) to scramble 1 gate (yes several battleships).
Prevents jump outs but doesn't prevent jump ins.

hehe, high slot is good idea, but recuiments....maybe make support cruiser to be able to do it??

I think this is one of those ideas pirates will love and carebears will hate.
I guess it would give people a reason to invest in covert ops ships. But I don't like it.

i want a module that throws all other players out of the system to another random system 5 jumps away, so i can safely fly my ships in 0.0, if that module get added to the game, then you got a go with your gate scrambler

Isn't the act of gate jumping more dependent on the actual gate than the ship? Similar to docking at a station, where your ship is "pulled" into the station, don't the gates "pull" you in and send you shooting out at faster than light speed? If that's the case then I don't see how your proposed module would make any sense. Although, having a super-rare module or deployable that jams the gate itself, preventing any and all ships from jumping would be an interesting addition. Albeit an annoying one.

Why not just accept that some ships might just be able to run the blockade by using some skill? This is designed to be compensate for gate campers not being good at their job - their problem, not everyone else's.
The game effects are that many players would be cut off from low sec space completely, and this would not be good for the game universe.
So, gatecampers, accept that you will not have a 100% easy life and earn your isk like everyone else!
