Thinking of getting into a drake for PVP. Which is better, HAML's or HML?

Solo and small gang > HAMS. You want as much damage as possible, and you will be fitting a point so close anyway.
Large fleets and bubble camping > HMLs. You don't want to have to move to range.

It looks terrible.
Extenders not purgers. Warriors or EC-300s not Hobgoblins. MWD not lolafterburner. Drop the last HAML for a HML, then drop the PDS for a third BCS. Or just get the PG implant.
As for the HAMs vs HMs thingie, well, even solo, HMs are about as good as HAMs, because they open up more tactical options than HAMs. In small gang, it's similar - the extra range and tactical flexibility is useful, relative to the value of the extra 100 DPS or so.

For me its always hml's for small-large fleets and ham's solo...

The question, I think you need to ask yourself is:
Is this for group work, or solo?
If the answer is group, and you're not the tackler, then the HML's are generally better since you don't have to worry about staying in range of the target. You can drop the MWD/AB, and all the point and tackle gear, and focus on straight up tank and DPS.
If it's solo, then you'll probably want an MWD and the HAMLs so you can dictate range and put targets down as fast as possible. --Vel
