Borrowing a page from Ultima Online (which arguably had some of the better competitive PvP flagging I've seen in an MMO before EVE), bluebies/carebears had nothing to fear from PvP. Dying still meant losing your gear, but there was nothing else to DISCOURAGE the fight. If you ask a lot of carebears, the biggest fear they have of PvP is getting podded, mostly because they don't want to lose their implants, and don't want to run even the slightest risk of forgetting to re-clone to avoid skill point loss.
While it would make things "safer" from one standpoint, it would also greatly increase the willingness of carebears and other high-sec pilots to go into lowsec looking for a fight. Doing it this way would NOT cost pirates a thing. You would still get loot, and could still get killmails not only from ships but also any pods you happen to pop. It would also drive the cost of modules up since more ships would be popping.
Granted, removing the loss of SP and implants from death would definitely remove a degree of 'risk' from the game, but personally, I think that the increase in potential targets and loot to be had is worth it.
Unfortunately, if that happened, ALL pirates would eventually end up with a fullset of pirate implants which they wouldn't have any risk of losing. Then, the flavour of tears/whinage would go along the lines of how it's unfair that older players get all these advantages while newer or poorer players don't etc.
In short, people are people and will always find something to whine about. Remember whinage abt jetcan/stealing/aggro mechanics? That was whined about by miners for a long time, and once CCP gave them the rights to shoot back, there were even more tears. Remember how falcons would be 'useless'? It's true not everyone flies with falcon alts now, but you still see them a lot. Remember whinage about suicide ganking? Concord response time was buffed, carebears rejoiced, and then dispaired shortly after when suicide ganking still continued.
Ok maybe my 'in short' wasn't so short. Sue me.
