It's the most awkward, RSI (repetitive strain injury) promoting, un-ergonomic interface I have seen in a game for a while. Right clicking out in space for context sensitive menus is fine. But for secondary weapon system of so many ships, (and primary for certain ships). I think it's a bit of a mess.
I understand maybe people don't like the idea of turning eve-online into a mindless button mashing affair, and like myself enjoy the complex nature of the game. But I have to say; scrabbling around drop down menus in an overview that occasionally screws up and resizes itself for no other reason than the 1 in 50 times that opening the market window resizes and screws up the positioning of the rest of overview gets tiresome.
The fleet interface got a nice new revamp that I quite like. It's clear easy to use, and you no longer have to right click on horrifically small title bars to get do basic commands like deploy, and attack.
I mean how annoying would it be to have to right click portrait, choose sensor dampener, then choose which script to use, and then still have to wait for the script to be loaded to use a sensor damper.
Half the reason people lose drones often isn't actually because the the persons reaction times are low. It's because the risk of being caught screwing around in the drone interface for too long is too high, so people don't bother. Even simple tasks like wanting to disengage from a target because you want to ransom rather than blow them up are messy to do.
If you want there to be a delay with drones, hardcode a delay in. I really grow tired of the drone interface. The longer I fly gallente and the more I see people being able dish out 90% of their dps with mashes of the f1-f8 keys the more grumble enviously.
Give me a drone interface I can love as much as I have started to really like the new fleet one (and good job on the new fleet interface.. I am a big fan of it).

It sucks, but shortcut keys seem to help a lot (escape menu).

Keyboard shortcuts FTW!
I use:
CTRL+1 = Attack! CTRL+2 = Return to bay CTRL+3 = Return and orbit CTRL+4 = Toggle Aggressive
Also put drones into groups (Small, Medium, Heavy, Sentry)

I think he is also picking at the fact the drones are down right ****ing stupid. Even the process you stated is longer and more inconvenient that "F1" than blaster/rail/missile boats go through. I mission run a lot and the drone menu is damn annoying, resizing itself the tabs closing etc, the fact there have been upgrades on other windows enforces the idea that the drone window should get an overhaul.
Why come out with such a negative comment? Rather than add something useful, it seems with a response like that you'd prefer Eve not to advance and be updated.

Yes, so hard in fact that I have to hit the damn attack key 3 times today to get them on a target. Nothing like switching froma BS at medium range with my sentries and I just got aggro by half a dozen cruisers, I see the drone icon for about 1 second and then it disseappers from the new target. Or the collapsing accordion of the right-click and launch of drones causing me to launch the wrong flight of drones but my mouse didn't move, the drone bay drop down menu collapsed or expanded placing it on wrong flight.

Your drones are set to aggressive => switch them to passive and you shouldn't have that issue.
You can switch to passive by right clicking on the triangle in the drones window and clicking on settings. Aggressive is convenient for PVPers and AFK missioners and miners, but Passive is appropriate for any mission with triggers.
Also, I have had a similar experience where using the engage target command (I use hotkeys alt+s to engage, alt+d to dock) on a target that some drones are already attacking causes them to stop attacking that target. (Usually they then start attacking a trigger ship on their own if they are set to aggressive...)
This deaggro mechanic is a lot easier to avoid on passive because they do not automatically aggro targets until you give the command
Even on passive, sometimes you must give the command a 2nd time to engage target to get the drones to actually attack a target (instead of remaining idle).
I think they're just glitchy / possibly lag related...but you get used to it. If it can be fixed then all the better though.

How about the following:
Basicly we keep the drone menu as it is with all its functions.
If you drag and drop a drone-group to your module-UI area a Drone-Icon is placed at the spot you dragd the group.
By right clicking on the created drone-icon you can select the basic drone-Navigation commands.
This would allow you to setup your module interface with all the different dronegroups you have created and also provides direkt access to the navigation commands for a specific drone group. Everything is the accesible by f-key on your keyboard, just like normal highslot modules are used.
To illustrate the idea a bit here is an example:
You setup 2 groups of drones A and B
Draging Group A to the F1-UI-Button will create a Drone-shortcut on this button visualized by a proper icon.
Clicking right on the shortcut you can select a navigation command for the drones in group A: e.g. [Attack Target]
Now everytime you hit f1 or click the ui-button the drones of Group A will engage the selected target.
To minimize unnecessary interactions It should be possible to give the Attack-Order even if group A is still within the dronebay. In this case the drones will be automatically started and engage their target.
Problem with the proposed solution is: that you still need at least 2 UI-Buttons for managing a certain drone group: [Group A - Attack][Group A scoop to dronebay]. Depending on your playstyle you might want to use other drone-commands which would occupie additional UI-Buttons. So depending on your ship and fitting you would have quite a lot buttons in your gui.
