If the thief can flips your jetcan, then Concord allows you to take aim and fire at him. However, be warned that can flippers are trying to bait you into shooting them. So, unless you have a formidable ship, don't expect to come out alive when you start engaging.
Also, beware of reppers.

Yeah, unfortunately when the post to noise ratio drops the trolls have nothing to feed on, so they start trolling each other. It can be quite funny to poke at them from time to time and see if you can direct their responses.. You'd be surprised how easy it is to get someone to say U MAD?

Well, this is like saying that if Concord would fine 1 ISK from thieves account, it would be a penalty. The problem is that you get, what, 14mins hunting time. Everyone knows it's virtually impossible to retaliate in that time when the thief can just happily dock somewhere and wait it out. Trying to kill the thief right away is too dangerous (because of baiting) or almost impossible in PvE ship.
I'd like to see something like: killrights to the whole corp that the thief stole from. That would add more risk to ninja looting and more *pew* in hi-sec. And we all know that even with this the thieves always win ISK-wise.

What about a flogging as well? jetcan mining has a risk - canflipping risk.
Yeah, they flipped your can. With what? If they're in a combat ship, they won't take much. They need to come back with a hauler, and you have all the time in the world to come back with more punch (or call on friends). If they're in a hauler, just punch holes through their armor and get your can back. You can also do the same game: he doesn't have kill rights so you get there with the hauler, open the can that is now theirs, align to station, take mineral and hit warp.
All in all, unless they are targeting you specifically, and for a while, canflippers are a minor nuisance. Just move your op to another belt or system for a while and they won't bother you anymore. Of course, if you react they get loot, they get salvage, they get "tears", and this means you're going to be a target.

Can flipping is a useful tactic to fight macrominers that happen to use jetcans and hauler alts. If the flipped can has the same name, the hauler may take ore from it, which will then bring on some pewpew . Sure, it's PvM (player vs macro) rather than PvP but otherwise the rules of engagement are the same: make them be flagged to you, then pop 'em.
Little things like canflipping allow the Eve community to harass the lowest form of life in New Eden: the macro runners of various kinds. Even Hulkageddon has its place in this.
A word of caution, if you steal ore from a macrominer make sure you petition against them first to avoid getting yourself banned accidentally. But once that petition is lodged, loot away.

Here is a really easy solution to this problem..
If your in a Player Corp, ask if anyone has an Orca. If you not in a Player Corp, or you Corp doesn't have an Orca, Rent one :)
Most industrial players in the game have an Alt that flys an orca, and would be happy to rent it to you for a day. At least thats what I do for newer players, I just take 10% of the ore they mined in High Sec, and then contract the rest to them in a station of their choosing.

From a can flipper to a can miner , I can offer you some sound advice.
1. Your mining barge has a large cargo hold. When it gets full warp back to the station and drop your ore.
2. If you just have to use cans , use an anchored Giant secure
3. I don't think that CCP is gonna change this so quit whining about it.

That's more sensible. Even more sensible, download the halada mining guide, which has some nice advice on canflippers. Canflippers are a nuisance, not a threat.

I don't think i need to mine I can flip for my ore. The point is , there are things you can do to make sure you don't get can flipped.
