I was thinking a cynabal might just give me the fun back in missioning now I play l4's and my comets, rifters and ishkurs I used for l3 don't cut it anymore.

Instead of training for a Cynabal why not just use an Ishtar? OR T3s are a fun and yet chalanging way to run lvl 4s.

An ishtar is in the works, however, I have taken a liking to the faster minmatar ships, so I'll get me a bit of speed first, since I already am halfway to gallente cruiser 5 and have good drone skills, I thought I'd put them to good use. Plus, that ship is very sexy.

using a 100mn will screw your agility. and - obviously - it screws your lows by requiring 2 pdu's.
haven't run a passive tank setup in lvl4's yet but i don't think your tank will be strong enough.
i'm using these fits in lvl4's with success (variation separated by //):

That I can do, I thought it'd be fun zooming about, but the over 20s align time would be a bit bad, I'll fit a bit of tank there to compensate the amouts of hits I'd take.
The PDU's are not for grid as much as for shield boost, but admittedly a bad way to do that, I'll check if I can make it work without them and use moar nano to get a somewhat agreeable align time, just because I made myself the fed 100mn already.
