I didn't interpret it as that.
The older brother could give no other reason for the attack than to say there was "nowt to do".
But if they had video games, lets say, a nice copy of GTA4 or COD:MW2, they would've been at home playing those and this would not have happened.
So yes, i blame (some) video games for lacking content, and i blame parents for buying games that have no content.

I think everyone on the planet should undergo chemical sterilization when they enter puberty and only be allowed off of it with an ongoing job, a stable marriage/partnership and a proven ability to shoulder responsibilty. Alas I fear if it was indeed enacted that it would doom the majority of the world to extinction as very few would ever reach the level of responsibility needed to breed.

It can't all be poor parenting. Kids like that are just naturally violent.
What I would support is more positive human contact. Stuff like mandatory Pre-school, where little kids can come together, not be forced to learn or do anything they don't like, and while at school just have more human contact. When kids learn to like eachother then they won't hurt eachother.
Also more stuff to do so kids don't have to look for alternatives like that would be a huge plus.
