I can understand where you are comming from. And as an ex pirate for a time, I know how it seems lowsec/piracy is not given much of a looking into. However bare in mind, you are a CRIMINAL. Things arent going to be easy for you.
Also I suggest you try picking fights with people who actually want to fight instead of ganking a poor defencless guy just moving a ship around.
The cloak mwd trick is useful. And if you want to beat it then you will need teamwork. You will need fast tackler frigs to be able to warp to gates etc to nab them. I can see both sides of the argument for and against the non cov ops cloaky trick.
However I think its fine as it is. Lowsec as a whole needs a whole reworking as its simply **** compared to 0.0 or highsec. In my opinion is 'should' go.....
0.0>lowsec>highsec in terms of both fun and profitability.

Except warp disruptors are designed to be used on pretty much every PVP ship, while cloaks are not designed to give immunity to everything.
Check the killboards. Ships with what you call "immunity to everything" somehow get killed. Perhaps you should contact some pilots who are successful at killing cloakers and ask them to teach you how they do it?

as a player who has fallen victim to pirates in rancer ive no sympathy for pirates at all you are criminals and should as thus be treated as such you shoot everyone on sight so you in turn should be shot on sight fairs fair. id also like to point out although low sec is considered by most players to be pirate space it is infact concord space so ive got to ask this if concord are getting reports of low sec gate guns firing at something why dont they send ships to investigate ?? id love to see the faces of low sec gate campers when a concord commander and fleet warps in to investigate but please cry more for us carebears :P

This isn't a low sec only issue tbh.
Its the same issue as being on a gate in 0.0 without a bubbler. Nothing a fast inty can't handle, although I wouldn't suggest agroing in an inty in low sec under setry guns, but decloaking and locking a target is not agro...

If an inty is close enough to decloak, it's close enough to bump. That tactic has been used since Eve first came online to stop people warping. With an Inty bumping you constantly, the other ships have all day to lock you.
Maybe the carebears should call EXPLOIT on the bumping tactic then since the OP wants to call EXPLOIT on the only tactic that gives some chance of survival on a camped gate.

I like how majority of people are refusing to understand the fact that due eve game mechanics most of fights will happen at stargates, there is just no alternatives.
Not to mention einsteins thinking that pirates should actually try to blow up something with guns and no loot. How idiotic is that.
While I think cloak trick is smallest concern this thread kind of shows how anti-pirate game eve is. Let's just all go mine veldspar in hi sec and live happily ever after.
Let's just accept the fact that only thing which should get caught (preferrably by titan bridge) and drop awesome deadspace mods is evil flashy lame gatecamping kill on sight pirate.
