This bit is wrong. The only reason RVB works is because those 2 corps are permanently at war with each other. If you fleet up with either side not being in those 2 corps, you WILL get concorded in hisec.
Additional info for OP re RVB: It's basically 2 corps, based in 2 systems 2/3 jumps away from each other. IIRC you're free to join either side, and free to leave anytime to make isk or if you're bored. It's a good avenue for learning the basic PVP mechanics in the actual fight itself, but doesn't give you the full experience of real or 'in the wild' PVP. A lot of that would consist of hunting the enemy, baiting, tricking him into engaging, picking targets, avoiding blobs etc, which RVB largely eliminates due to its 'cheap and fun instant action' nature.
FW is kinda like RVB but on a bigger scale. It also incorporates the stuff I mentioned that RVB doesn't include. Again it has both is pros and cons. If you plex/shoot faction rats, you might find your standing lowered and notbe able to get into opposing factions' hisec even after leaving FW.
As for location, I can't really suggest many places. Try quieter areas of lowsec, you'll be surprised what you can find there. The system we had a fight in is a low-hisec border, and there's high amounts of traffic and gangs go through there a lot on their way to the rest of metropolis lowsec, which means it becomes a bit blobby on occasion. Try to stay clear of border systems for now unless they're not too populated, since a lot of pirate groups live in those systems, and if you bring a small gang through they might either be camping the border gate or have a gang ready for you (which may outgun/outnumber you by loads). Not that it's bad but you'll lose more ships that way (can be a good or bad thing).
If you live nearby to where we met yesterday, check out the systems beyond Anher, Evati and so on. I wouldn't advice going into Otou area, unless you really limit yourself to 1-2 systems. This is because it's really close to Rancer where United live, and they tend to do a lot of gatecamping stuff so their ships will be bigger than you can currently handle. Metropolis lowsec is pretty populated afaik, and there are various piratey types living in different areas of it. The Bastards (dunno if they still live around the Evati area) tend to fly a lot of small ships, so those fights might be more up your alley. However since they fly them so much, you can bet that they're pretty good with them . If you're stuck for a fight, pop over to where we live and ask for a fight. We honour all 1v1's and stuff like that, so feel free to ask for them if you can't find targets elsewhere.
Props for bumrushing me in your merlin . What I did was throw 2 neuts on you which capped you out, turning off you scram and allowing me to use my MWD to drop transversal. Now at least you've learnt that Hurricanes can be deadly to frigates, so it wasn't a wasted few seconds, I should think.
