Cap energy can easily and realisitically be converted into shield energy, I don't see why cap energy cannot be cannot into some type of energized resistance field energy of sorts. Meanwhile, I enjoy the fact that we got fast, high-dps shield tanking ships, and slow, wonderful active tankers and big ass buffers. I''ve never felt tanking to be a problem for Gallente really. Personally, I'm a bit mixed on the new mods, they are extremely powerful, especially when used in pairs, but it's also nice to see an active tanking setup that is more viable than before.
