The thing is, this is not something we necessarily have to expect from T3 frigates. It's a mechanism we see in Strategic Cruisers, but there is nothing that says that this is a function inherent in T3 or if it's something we see in SCs. SC:s are one implementation of T3, but they are not equivalent to T3.
In short, apart from the base components and (maybe) the modularity, there is nothing in the Strategic Cruisers that we can or have to expect to see in T3 frigates as well.

Not really. They only said that they'd be modular/versatile and thus more expensive, but not always better, than T2.
