Hey, I know by the nature of this topic it will get locked eventually, but I would like some explanation on this that most other forumites seem to be interested in as well.
Since you joined the moderating team, Adida, you have been enforcing rule 17 of the forum rules pretty often. I'm interested to know why.
Prior to you coming on the team, rule 17 was for most intents and purposes ignored by the other mods. In fact I had to go re-read the rules when you first said it existed because I had forgotten about it.
Rules are only rules when they are enforced. Rule 17 was never actively enforced before you joined the team. It was by convention among the players and moderators alike that the rule was disregarded.
So I guess my final point is this. Either go back to treating Rule 17 the way it was treated before you came on, or be consistent and lock ALL threads about other games, because right now you seem to be locking them at random (Mass Effect 2 thread?)
And also consider this my post to show my support for the removal of rule 17 entirely.

Well actually arn't we campaigning for removal of Rule #5 of OOP then? Seeing as rule #17 of general is totally countered by rule #2 of OOP.

While technically true, whenever CCP Adida locks a thread because of other game discussion, they reference rule 17 for all the forums instead of rule 5 for OOP. Not too mention I think it shouldn't just be rule 5 removed.
Mentioning other games in the other subforums isn't a problem, it just shows insecurity on CCP's part for upholding a rule like that.

I have no problem with the mod's enforcing the rules as that is why they are here but when we have been able to discuss other games in this section for years without any trouble then the rules could do with a review to bring them up to date and make things clear. Also considering that moderators, developers and games masters have joined in on discussions about games on here including I think even making threads themselves about other games then it certainly needs looking at. Right now people just feel there is mixed messages on the matter.
We should be allowed to discuss other games here as this section is for non-Eve related topics. The no politics and religion discussion rules are fair but a ban on games discussions just seems petty.

It is fair to say that over half of the threads and discussions that actually reach a decent length beyond five to ten posts is about gaming or other games. We are gamers. This is a forum belonging to a game we all play. Well considering that to a number of people the Eve forums is seen as an on-line community of people who share an interest together, people like to discuss a range of topics with each-other and some people even appreciate the opinion of others. Your comment about "pointless complaints" seems to be incorrect in this thread.

I haven't seen any of the mods come as close to coolness / effectiveness as Shadow. They all fail in comparison. Too bad RL cloning isn't possible, we could demand clones of Shadow and toss the rest out on their ears.

Well considering that most games cannot be compared with Eve I believe you are mistaken. Especially considering what was locked earlier was a thread where someone asked for some suggestions on what to get on his PS3, I really fail to see how that could derail into a (Metal Gear Solid 4 sucks and Eve is much better) scenario, if it did then obviously that would come down to trolling which is another issue entirely.

OOPE is full of threads about other games, some of them even with CCP staff posting there.
Personally I think the rules need to be revisited and clarified. No one can blame Adida for enforcing the rules, because that is her job.
But right now, some of them are more then a bit overzealous.

Considering rule 17, I realized there is a bit of ambiguity behind it that leads it to be open to interpretation.

The ambiguity in this is that it doesn't explicitly state that posts containing material about other games (or stuff relating to EVE, for that matter) are not permitted. It states that only posts with the SUBJECT of other games aren't permitted. Technically, this means you could post a thread about how to improve EVE with reference to "random MMO" and still be abiding by the rule. This IS resolved with the special rules for OOPE though through rule 5.

In other words, as it stands, according to the exact wording of the current rules, you may ONLY mention other games in the other subforums ONLY when they are not the subject of your posts, while they are COMPLETELY disallowed in OOPE. 
Alongside this, going through the rules again, I can't find that rule that disallows the discussion on moderation. I know its been used many times before, with mods stating explicitly that it isn't allowed, but out of all the rules there isn't one that specifically says this. I looked into this because I was certain that this thread should be locked at some point, but now im not entirely sure.

The rule makes perfect sense. Why would a group of gamers want a forum section, where they are free to discuss gaming and other games. Surely after years of being allowed to do that here and it being allowed on every other game forum I've ever visited, it couldn't possibly be seen as a huge and unnecessary ****head move by CCP. Surely.
It boggles the mind all the more, since the rules already allowed the closing of non-constructive threads, so why exactly was this new rule necessary? Either CCP is brown nosing to some unknown entity, they have collectively been hit by a bad case of stupid or other games killed the community managers only child and the issue is just too painful for him to handle right now. That or some crazy view that negativity should be minimized here, so they crack down on the most popular topics that people like to argue about.
Personally I don't see why it was changed. It seems unnecessary and stupid considering that this is a gaming community. Even more so, since EVE is very niche in what it tries to do and limited in gameplay styles it allows(as are most MMOs), so people will naturally seek out other games to fulfill all their gaming needs.

Dunno but if memory serves me right they started to enforce the "no other games" rule around that time, who ever said that CCP thinks logically.

The next logical step on the way to dictatorship is banning the use of EVE material in external and therefore uncontrollable resources like EVE Search or Scrapheap Challenge.
I'd rather like to see what democracy at work could look like if Chribba ever got banned for providing a better forum experience than CCPs own web team can, voluntarily and at substantial financial involvement for himself - all free of charge.
