Now this post here is an example of what should be moderated. But it'll stand no matter if you report it or not. Why? Who knows. I simply know that -I- get posts deleted for no good reasons and flames I report get to stick around even though they are blatant. Like I said, when the dev's decide to do the moderating rules no longer apply. Just your buddy list in MSN.

Back when I started playing Eve (2004/5) scamming on the forums was a bannable offense for Buy/Sell deals. I'm trying to find some history to backup my memory so I may be wrong. The last few years have seen the rise of the IPO's, so can't we adapt ?
Suggested Fix: Market Discussions stays as Market Discussion. Buy & Sell for legitimate Buy and Sells. New Forum: Investments and Scams. Slotted between "Market Discussion" and "Crime and Punishment" as prime real-estate. Web-based PvP, sanctioned ?

Only scams bannable to date that I can think of: 1. Character sale scams 2. GTC scams.
These both involve real money, and therefore CCP protects them. In short, they don't want the legal hammer coming down for accepting real cash on a fraudulent transaction.
3. Exploiting a bug in the contract mechanics.
I don't know the details of this, but once upon a time I believe it was possible to rig a contract that in game was supposed to produce one effect but instead did something else. Thus, abusing it in such a way to scam was considered exploiting game mechanics, and the scam was banned.
As far as I know, the buy and sell forums have no such "legit only" rules, nor ever had; I believe this myth is a combination of perverting the above cases, or a merchant/scammer trying to make their customers feel more secure despite the absence of said protections.
Of course, I've been wrong before. But as I cannot really prove the negative, I'd look to anyone claiming such a thing previously existed to bring forth some substance to that claim.
