Well, I'm not a veteran but I have flown ECM ships, including the Scorpion, quite a lot during my time in Eve.
You're quite right that the Scorpion Navy Issue and the Rattlesnake are not ECM boats. They have no ECM bonuses, and without ship hull bonuses ECM modules are nearly useless.
The Scorp seems to me to occupy an awkward niche. The other T1 ECM ships are smaller and nimbler and can often 'tank' by fighting while aligned and then warping out and back in again if someone starts shooting at them. The Scorp is large and slow and can't turn on a space-sixpence, so even though dealing damage shouldn't be something you're worried about, taking it should be. I see a lot of Scorp fits set up with an armor buffer and some remote-repair facility:

Not saying that's a great fit, but it's an example. In that sort of fit you want to have other BSs set up for RR flying alongside you. With no Signal Distortion Amps in the lowslots your individual jammers are weaker than the ones on a Blackbird, but you still have more of them.
The other direction is long range, high-strength 'sniping'. Here's a thought, which might be rubbish:

This offers a lot of reasonably strong ECM with 115km optimal with supports at IV. I'm not sure about the rigs: Dispersion Augmentors don't seem to offer much given the stacking penalties with SDAs, while the Projector adds 13km or so optimal despite stacking penalties. The Ionic Field Projectors let you target well into your ECM falloff. (For this fit I've used meta 4 jammers, since they're as strong as T2 but use less cap, and are strangely often cheaper too.) A Sensor Booster would be nice and might let you swap the Ionics out for something else.
But the EHP are very low -- Lord help you if you wind up fighting at close range on a gate, or if something(s) you can't jam and neut to hell gets in range and tackles you! Personally I would only use something like this if I was sure I would be fighting in a place where I had a lot of suitable sniping bookmarks set up.
What I normally choose is much closer to the armor fit above, and I only undock it when I know I'll be in a fleet with other BSs.
Blackbird/Griffin/Rook/Falcon seem better for most small gangs. It's up to you what you fly but I personally don't recommend Scorps unless you have T2 armor tanking, ECM supports at IV and have lost a brace of Blackbirds.
